Background: Building #125 is a Butler building, approximately 73' 6" by 35' 6" (about 2600 ft²), having a low-slope (<5% pitch) formed metal roof. Formed, flat-topped roof ridges (1 ½" height, 2" width) are spaced at 12" intervals. The building has one HVAC unit mounted above the roof surface, which is penetrated by 10 assorted vents or exhausts. Metal rain gutters extend beyond the eave drip line on both sides of the building length. Scope: Turnkey supply and installation of a monolithic roof membrane and insulation. Applicators shall have a minimum of 3 years experience in the application of waterproofing materials of the type specified. Applicator shall posses a current "Qualified Applicator" certificate from the specified waterproofing manufacturer. 3.1 New sprayed polyurethane foam insulation over the existing metal roof. 3.1.1 Foam shall be bio-based and a USDA Bio-preferred product, as quantified through ASTM D6866 Biobased Content Testing. 3.1.2 Neatly terminate the sprayed-in-place polyurethane foam on all vertical surfaces (pipe penetrations, vents, mechanical equipment, parapet walls, etc.) a minimum of 3" 3.1.3 Foam surface shall be between smooth to orange peel in surface texture. Popcorn texture is not acceptable. 3.1.4 Foam thickness shall provide a minimum R-value of R-19, with a maximum variance of +/- ¼". 3.1.4.1 Slope shall be confirmed (or adjusted as necessary) to have a minimum ¼" each foot slope for drainage 3.1.5 Substrate preparation of existing metal deck 3.1.5.1 Surface shall be free from loose dirt, stone, debris, moisture, and shall be in stable condition. Any work on the area to receive this application shall be completed prior to installation. 3.1.5.2 Added mechanical fastening and minor rust removal on existing metal roof shall be performed to the satisfaction of the roofing system manufacturer's approval. 3.1.5.3 Cleaned and primed with foam insulation manufacturer's approved products 3.2 New 100% Acrylic Elastomeric Latex Coating applied over the new polyurethane foam insulation. 3.2.1 Coating shall meet the minimum criteria set forth in ASTM D6038 3.2.2 The coating shall carry an edge-to-edge 15-Year Renewable System Warranty, covering coating replacement and labor in the event of a leak due to deterioration, where the deterioration is the result of ordinary weather conditions. 3.2.3 Coating shall be extended to coat the existing Facia and soffit. 3.2.4 CRRC rated Solar Reflectance of 0.82 minimum (initial), 0.72 minimum (3 year) 3.2.5 CRRC rated Thermal Emittance of 0.87 minimum (initial), 0.87 minimum (3 year) 3.2.6 CRRC rated SRI of 103 minimum (initial), 89 minimum (3 year) 4.0 PROJECT REQUIREMENTS: The Contractor shall be responsible for verifying site conditions, making quantity take offs, obtaining accurate measurement of existing conditions, and performing any act or operation which may be necessary to properly troubleshoot the system, including the automated gate. 4.1 The Contractor shall coordinate the site investigations with the COR. 4.2 All finished work shall be strong and rigid, neat in appearance, square, true and free of defects, warp or buckle. 5.0 GENERAL REQUIREMENTS: 5.1 Permits: Where governing regulations and imposed codes and standards require notices, permits, licenses, inspections, tests, and similar items or actions in order to lawfully proceed with the required work, Contractor shall obtain items and take those actions in accordance with the regulations of the governing authority. The costs of such permits, licenses, inspections, etc., are the obligation of the Contractor. 5.2 Installation: It shall be the responsibility of the Contractor to complete work in accordance with the manufacturer's recommendations and Industry Standards. Additional procedures and materials may be required than is indicated herein. If any item specified herein conflicts with applicable codes and recommendations, the Contractor shall bring it to the attention of the Contracting Officer for immediate resolution. 5.3 Submittals: Manufacturer's descriptive literature/shop drawings for all materials shall be submitted to the CO for review. The descriptive literature/catalogue cuts shall be annotated/highlighted with sufficient clarity so as to identify the products proposed for this project and show its conformance with contract requirements. Submittals shall include: (a) Contractor's schedule (b) List of subcontractors (c) Shop Drawings: Include complete details of fence and gate construction, fence height, post spacing, dimensions and unit weights of framework and concrete footing details. (d) Product Data: Provide manufacturer's catalog cuts with printed specifications. Manufacturer shall provide certification of compliance with material specifications. 5.4 Quality Control: The work performed under this contract shall be subject to continuous audit by the COR. Quality control is the exclusive responsibility of the Contractor. 5.5 Protection of Work and Property/Safety Requirements: (a) The Contractor shall protect the work, the site, and all existing property and structures within the limit of construction activities or that may be affected thereby until acceptance of the work. Any damage to property shall be repaired at the Contractor's expense, to pre-damaged condition to the satisfaction of the COR. (b) Safety and health matters, as they relate to the work, are the exclusive responsibility of the Contractor. The Contractor shall furnish, erect, and maintain barricades, warning lights, signs, guards, or take other precautions as may be required by law or local authorities for protection and security. (c) The Contractor shall implement, and provide to the Contracting Officer (CO) for review, a site specific, SITE SAFETY AND HEALTH PLAN in accordance with all local, state and federal regulations. The plan shall address, at a minimum all responsible parties by name, all safety/health hazards, personal protective equipment and other hazard controls, all required training, emergency procedures, and other required information to perform the work. The plan shall be implemented by contractor supervisor signature. Two copies shall be provided to the Contracting Officer and one copy will be maintained at the site. In the event of changing site conditions or hazards, the plan shall be appended in writing and a copy of the change provided to the CO and COR. If a Job Safety Analysis form is also required, submit prior to beginning work. 5.6 Temporary Facilities: (a) Temporary utilities (water and electricity) may be furnished to the Contractor by the Government, if available and, if requested. Contractor shall maintain and protect all such utilities during the course of construction and shall repair or replace any items damaged through his own negligence. (b) Should the Contractor require any power or utility shutdown during construction, he shall receive approval for such shutdown from the COR three working days prior to this need. 5.7 Materials and Equipment: (a) The material and equipment to be furnished under these contract documents shall be the standard products of manufacturers regularly engaged in the production of such materials and equipment and shall be the manufacturer's latest standard design. (b) All materials and equipment to be incorporated in the work shall be handled and stored by the manufacturer, fabricator, supplier and Contractor before, during and after shipment in a manner to prevent warping, twisting, breaking, chipping, rusting and any injury, theft or damage of any kind whatsoever to the materials and equipment. All materials and equipment furnished by Contractor shall be subject to inspection and approval by the CO/COR. 5.8 Cleanup: The construction site shall be kept clean and free of debris at all times. Upon completion of project, and prior to final inspection, the Contractor shall remove from the premises all unused material, trash, and debris resulting from the work to the satisfaction of the COR. 5.9 Warranty: Submit data concerning the standard one year warranty for workmanship, including the warranty period (dates), and warranty contacts with names, addresses and telephone numbers. (a) Extended Equipment/Product Warranties: Obtain and furnish to the Contracting Officer all written warranties for equipment/products that have extended warranties (warranty periods exceeding the standard one-year warranty) furnished under the contract. The warranty period shall begin on the same date as project acceptance and shall continue for the full/product warranty period. The warranties shall be fully executed and delivered to the Contracting Officer prior to final acceptance of the facility. 5.10 Final Payment/Contract Closeout: The following submittals are required: (1) General and Subcontractors one (1) year warranty on work. (2) All warrantees from manufacturers covering equipment. (3) Documentation of all set points and control strategies implemented in the automatic gate. 6.0 PROJECT SCHEDULE: 6.1 Project duration is 60 Calendar days from Notice to Proceed. 6.2 This project has the potential of impacting research, therefore coordination of electrical outages (if any), and work within the laboratory or offices spaces is essential.
