Description
This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in FAR Subpart 12.6, using Simplified Acquisition Procedures under the test program for commercial items found at FAR 13.5, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation SHALL be posted on both FEDBIZOPPS and NECO (http://www.neco.navy.mil/). The RFQ number is N00244-11-T-0132This solicitation documents and incorporates provisions and clauses in effect through FAC 2005-48, and DFARS Change Notice 20110302. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The clauses may be accessed in full text at these addresses: www.acqnet.gov/far and http://www.acq.osd.mil/dpap/dfars/index.htm The NAICS code is 332321 and the Small Business Standard is 500 employees. This is a restrictive sole source action. The authority for this sole source action is FAR 13.106-1, for purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals or quotations received by the closing response date will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. FISC San Diego requests responses from qualified sources capable of providing: design, drawings, and fabrication of lightening door test panels, Pilaster ILD test articles, Hole Boxes, and Test Panel Stands. Identified sole source is Ricarl Design in Camarillo, CA. THIS NOTICE IS FOR INFORMATION ONLY AND IS NOT A REQUEST FOR PROPOSALS OR A SOLICITATION OF OFFERS. This is requirement is SOLE SOURCE REQUIREMENT PLEASE SEE ATTACHED SOLE SOURCE MEMORANDUM Item 0001 Lightening Door Test Panels Quantity 2 each The vendor shall prepare design drawings, shop drawings and fabricate two door test panels. Each test panel shall have dimensions four feet by eight feet and have mounting holes for stands. NAVFAC ESC personnel shall specify the cross section and materials. Details The door test panels shall have the following design: MATERIAL: ALL MATERIAL LOW CARBON STEEL PER ASTM A36. Item 0002 Pilaster ILD Front Test Articles Quantity 5 each The vendor shall prepare design drawings, shop drawings and fabricate five test articles representing the front of the Pilaster ILD locking system. The test article will have the same dimensions and the front half of the current Pilaster ILD weldment, leaving the concrete fill area empty and the front plate removable. Details Each test article shall have brackets attached to the top and bottom to allow back plate to be flush mounted to a cross beam via nuts and bolts. Item 0003 Hole Boxes Quantity 1 each The vendor shall prepare design drawings, shop drawings and fabricate one box that conforms to minimum physical security breach dimensions. The boxes shall be lightweight and durable. NAVFAC ESC shall provide the exact dimension of the box. Details The box shall have: 1.Outer dimensions of 12 ¯x8 ¯x8 ¯ 2.Constructed of aluminum 3.Support a minimum of 200 lbs placed on any side of the box while on the ground Item 0004 Test Panel Stands Quantity 1 each The vendor shall prepare design drawings, shop drawings and fabricate one test panel test stands. The test stands shall accept the standard four feet by eight feet NAVFAC ESC door test panels. They shall accommodate anchoring to a concrete slab. Details The door test panels stands shall have the following design: MATERIAL: ALL MATERIAL LOW CARBON STEEL PER ASTM A36. PLEASE SEE ATTACHMENT FOR DRAWINGS Delivery Location is Port Hueneme, CA Delivery is FOB Destination. Product shall be delivered no later than 7 May 2011. Inspection and acceptance will be performed at the destination by a government representative. All prospective offerors are cautioned that in the event the Government is unable to determine price reasonableness based upon the offers received and market analysis, the Government will not issue a contract. This decision is solely the decision and the right of the Government. All efforts performed and all costs expended by prospective offerors in providing information requested by the solicitation are not subject to reimbursement by the Government. The following FAR provision and clauses are applicable to this procurement: FAR 52.212-1, Instructions to Offers - Commercial Items. FAR 52.212-3, Offer Representation and Certifications-Commercial Items, Alternate I. A completed copy of this provision shall be submitted with the offer.
