Description
Draft Performance Work Statement THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. REQUESTS FOR A SOLICITATION WILL NOT RECEIVE A RESPONSE. The Ogden Air Logistics Center Contracting Directorate is conducting market research to determine the existence of potential small business sources to provide services as required for detailed cable(s) design and production. Requirements may include design, prototype/preproduction, and fabrication (which include the procurement of the parts and ancillary equipment), cable(s) testing, and test documentation development at Hill AFB, UT. The information in this notice is based on the best and most current information available to date. This information is subject to change and is not binding to the Government. Updated information will be provided in future announcements and posted electronically on the Federal Business opportunities homepage at www.fbo.gov. The Government shall not reimburse the costs of preparing responses to this request for information. The Ogden Air Logistics Center Contracting Directorate (AFMC), Hill Air Force Base (AFB), Utah, intends to issue a formal RFP in July 2011 timeframe for the acquisition of engineering cable support services required for detailed cable(s) design and production at Hill AFB, UT. The Government anticipates a Firm-Fixed Price (FFP), Indefinite Delivery/Indefinite Quantity (IDIQ) contract that provides a streamlined means to complete a broad range of cable design, prototype/preproduction and fabrication projects. Although still under consideration, the maximum contract amount is expected to be between $22 Million and $28 Million. The estimated contract period including all options is approximately 1 December 2011 through 30 November 2015. The successful contractor shall perform design, prototype/preproduction, and fabrication (which include the procurement of the parts and ancillary equipment), cable(s) testing, and test documentation development. All three Phases or a single Phase may be performed by the contractor. The three phases are broken out as follows: Phase 1 shall require the contractor to develop conceptual and detailed designs of the cable, Phase 2 shall require the contractor to develop full scale working model prototypes and/or pre-production cable from conceptual and detailed design drawings, Phase 3 shall require the contractor to produce a warranted limited number of cable using a project plan with milestones. This product will be subject to a Factory Acceptance Test and other government evaluations. The types of cable that the contractor may be required to develop include braided, overmolded, shielded, nonshielded ribbon, discrete wire, twisted pair, coaxial cable, fiber optics or a combination of the listed types. The sheathing materials that shall be used may include braided nomex, shrink tube, watertight flexible tubing, polyvinylchloride, rubber, thermoplastics, fluoropolymers, elastomers, or a combination of the listed material. A DRAFT Performance-Based Work Statement is attached. The North American Industry Classification System (NAICS) Codes for this requirement are 334419 Other Electronic Component Manufacturing (60%) and 541330 Engineering Services (40%). The Government requests interested parties to submit a brief statement of current capability to perform these services and a letter of interest. Interested and qualified sources should provide the following information: (1) company name, point of contact, e-mail address, telephone and fax numbers, type of business and size; (2) a list of your most recent and relevant DoD or commercial contracts (not to exceed five) to include brief description, names, POCs, phone numbers, value & type of contract, and period of performance; and (3) information about your company and why you think you can perform this service. Please limit your submissions to ten pages.
