Description
The American Consulate General, Frankfurt hereby provides the following Pre-Solicitation Notice in respect to the issuance of a Request for Proposal (RFP) for: Design and supply of a countrywide Land Mobile Radio (LMR) infrastructure in Beirut, Lebanon based upon either the ETSI Tetra or APCO P-25 systems. The radio system is for the host country's new LMR System to be used by the Lebanon Internal Security Force. This solicitation will cover the first of four possible geographic phases. The offeror selected for award must have experience as the prime contractor installing LMR systems of at least USD 7 million in austere and hazardous locations within the last 5 years. The first evaluation criteria will be a "GO/NO GO" evaluation of the prime contractor's management of installation experience. Please do not waste your time or ours responding to this announcement unless you meet the experience criteria. The statement of work also requires the contractor to provide an in country representative for their system who is able to provide maintenance that will honor the 3 year warranty period with a 4 hour maintenance/ repair/ replacement response time. The Government intends to award a single firm fixed price contract based upon the best value to the Government. The successful contractor shall furnish all items described in the statement of work and any attachments. All variations or products from other systems/ manufacturers need to include sufficient technical details to determine whether they meet all the requirements, otherwise the proposals may be determined to be non-responsive. It is anticipated that the solicitation package will be issued in March 2011, companies interested in the RFP shall express their interest by written correspondence to the attention of Wilhelm M. Fleming at the above fax number or e-mail address, no later than March 18th 2011 using the RFP number SGE500-11-R-0032 in the subject line. DO NOT TELEPHONE. All requests for a copy of the solicitation MUST include the following information: Name of Firm, Name, Telephone and Fax Numbers, and Email Address of Point of Contact and Complete Physical and Mailing Address of Firm. Solicitation and award will be subject to the laws and regulations of the United States of America and is being competed utilizing full and open competition procedures.
