- This is a Sources Sought Notice and is for information purposes only. THIS IS NOT A REQUEST FOR PROPOSALS, QUOTATIONS, OR BIDS. A Market Survey is being conducted to determine if there are adequate HUBZone, 8(a), Service Disabled Veteran Owned, and Small Business contractors for the following proposed work. The Army Corps of Engineers, Philadelphia District, is interested in awarding one (1) Firm Fixed Price Contract (Base and six (6) options) for Repair of existing seawall at the Philadelphia Navy Shipyard, Philadelphia, Pennsylvania. Work includes, but is not necessarily limited to, repair the existing face of concrete seawall with machine applied repair mortar for approximately 600 feet; repair of historic stone seawall and cap with concrete for approximately 800 feet; installation of 15' long sheeting to a depth of approximately 2-4' below grade (vinyl or steel) and installation of concrete cap over sheeting for approximately 1000 feet; install approximately 150 underwater timber pile shims to support seawall; and remove trees along wall as necessary along intertidal portions of the Delaware River. Option 1 is to place new handrail from station 0+00 to 6+61. Option 2 is to remove existing fence and place new handrail from station 6+61 to 14+55. Option 3 is to remove existing fence and place new handrail from station 14+55 to 25+86. Option 4 is to remove existing fence and place new handrail from station 27+07 to 30+41 and 32+44 to 43+42. Option 5 is to repair face of concrete seawall with machine applied mortar in seaplane ramp area located between station 30+30 to 32+40. Option 6 is to soil jet grouting wall at station 27+00 to 43+50. An Award for the Contract is anticipated for May 2011. Estimated cost range of the project is $5,000,000.00 to $10,000,000.00. The NAICS Code for this project is 237990 and the small business size standard is $33.5 Million. Responses to this sources sought announcement will be used by the Government to make appropriate acquisition decisions. All interested HUBZone, 8(a), Service Disabled Veteran Owned, Small Business contractors should submit a narrative demonstrating their experience in the specified work, as well as, their technical capabilities. Please include size/classification of your firm, bonding capacity (single project and aggregate), details of similar projects, completion dates, references and contract amount. Narratives shall be no longer than FIVE (5) pages. Responses should be sent to Maria Evans at Maria.T.Evans@usace.army.mil on or before March 14, 2011.
