Description
The Army Contracting Command-Picatinny Contracting Center on behalf of PM IED Defeat/Protect Force is seeking sources for the production of the P0007027 MobileTrace detector,associated components and consumables. This item will be used to support Soldier training and to replace non-repairable assets and sustain existing field systems. The MobileTrace is currently used by Soldiers at entry control points to identify individuals handling or possessing trace levels of explosives. This system utilizes Ion Trap Mobility Spectrometry delivering simultaneous dual-mode positive and negative ion detection for a broad range of explosives detection at microscopic trace amounts. It supports sample acquisition via particle swipe or vapor sampling with an analysis time of approximately 8 seconds. The Government requires that the P0007027 MobileTrace unit be packaged in a durable ruggedized case with hand wand sampler, stylus, keyboard, shoulder strap, two rechargeable batteries, battery charger, AC and DC power cords, electronic user manual and maintenance log, as well as health hazard datasheets to include certification of radiation source. The Government also requires an extended warranty for 24x7 call center troubleshooting support and the repair or part replacement of current assets in use by Soldiers and an initial one year warranty for any new units that may be purchased. Respondents shall include their capability to manufacture the above MobileTrace detector and accessories listed as part of the delivery package. Interested sources shall provide detailed information regarding the electronic user manual and maintenance log. Respondents should also include as part of their response information pertaining to the spectrometry instrument software that is installed and the companion desktop software that supports system operation, troubleshooting and maintenance of the MobileTrace. Interested sources must describe all consumables needed to support system operation and maintenance that would include by are not limited to the following: cloth LCD screen cleaner, stylus, calibration traps or pen, canned air or air bulb, cotton gloves, negative mode dopant, dryer material, sample traps, saturated swabs, membrane, membrane replacement kit, verification trap or pen, positive ion dopant, and fan filter. Sources must provide a sustainable delivery schedule to include quantity levels for the detectors and the consumables as part of their response. Respondents must also provide a description of their quality control process.In addition, interested firms must provide a written description of its most recent contracts which are in any way similar to the effort delineated herein. The description shall include company or Government contracting activity with a point of contact and phone number. No award will be made as a result of this market survey. All information is to be submitted at no cost or obligation to the Government. The Government reserves the right to reject, in whole or in part, any private sector input as a result of this market survey. The Government is not obligated to notify respondents of the results of this survey.
