Description
1. The TACP-M Program Management Office (PMO) is seeking potential sources capable of providing Interim Contractor Support (ICS) for the PLRF-15C as appropriate. The PLRF-15C is a small Laser Range Finder (LRF) that is utilized by TACP to coordinate Close Air Support (CAS) missions. 2. ICS will require the following: receiving and shipping the equipment CONUS/OCONUS; inspection to determine condition and reparability; equipment repair (turn-around ≤ 30 days); collection of metrics (i.e. MTBF, MTTR, analysis of failures); manage spare units and ship spare unit upon receipt of failed unit. 3. Sources should consider these main objectives when responding to this inquiry: a. Have the ability to diagnose, repair, and test the PLRF-15C in accordance with Original Equipment Manufacturer (OEM) specifications b. Have the capability to send and receive shipments to/from overseas through Customs. 4. PLRF-15C ICS is comprised of five main areas. Please specify, in detail, how you would execute each. If applicable, describe any teaming arrangements and the distribution of work across the team.. Equipment Maintenance o Inspect o Troubleshoot o Repair o Test. Storage. CONUS/OCONUS shipping and receiving. Metrics generation and reporting. Cost reports 5. The applicable NAICS codes are: 811219 and 541614. No formal solicitation document exists at this time. Responses to this RFI should include the following: name and address of company, business size (large or small), firm's experience in with the PLRF-15C and any other pertinent information which demonstrates ability to meet the above requirements. Responses shall not to exceed 10-pages (double-spaced, 1-inch margins, 12-point, and Times New Roman font). Please submit electronically in Adobe Acrobat format no later than 1200 EST, March 15, 2011 to the attention of the Contract Specialist, Ms. Alison Lauer, Alison.lauer@hanscom.af.mil, (781) 377-0690, and the Contracting Officer, Ms. Edna C. Alonis, edna.alonis@hanscom.af.mil, (781) 377-0971. Any questions or requests for additional information should be submitted in writing to the Buyer or PCO. All responses should be unclassified and reviewed to ensure consideration of operational sensitivities. Proprietary informatio! n will be accepted and handled appropriately. Responders should indicate which portions of their response are proprietary and should mark them accordingly. 6. Issuance of this RFI does not restrict the Government as to its ultimate acquisition strategies. The Air Force will not reimburse respondents for costs related to submission of any information, documentation or data. As stipulated in Federal Acquisition Regulation (FAR) 15.201(e), responses to this notice are not considered offers and cannot be accepted by the Government to form a binding contract. The Government will not pay for the information solicited or recognize any costs associated with the submission of responses to the RFI. The purpose of the RFI is to provide an opportunity for industry to enhance the success of any future procurement for these products. Any information obtained as a result of this RFI is intended to be used by the Government on a non-attribution basis for program planning and acquisition strategy development. By submitting information in response to this RFI, submitters consent to the release and dissemination of submitted information to any Go! vernment or non-Government entity to which the Contingency Contracting Task Force, of the Office of the Under Secretary of Defense (AT&L), releases and disseminates the information for review. As such, to the extent that any information submitted in response to this RFI is marked as, or construed to be proprietary or business-sensitive, submitters are hereby notified (a) about the potentiality that such information may be disclosed to third parties and (b) that submission of information in response to this RFI constitutes consent to such handling and disclosure of submitted information. This RFI is being used to obtain information for planning purposes only and the Government does not presently intend to award a contract at this time. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government.
