- This is a Sources Sought/Request for Information (RFI) only. This Sources Sought synopsis is not a request for proposals (RFP), and is not to be construed as a commitment by the government to issue a solicitation or ultimately award a contract. This is for planning and market research purposes only and shall not be considered as an obligation on the part of the Government to acquire any products or services. Responses will not be considered as proposals, nor will any award be made as a result of this synopsis. No proprietary data should be submitted in response to the synopsis. Any submissions will be considered to be public information. Responses will not be returned. The Defense Logistics Agency (DLA) Energy, Storage Contract Division, Bulk Petroleum Business Unit - BYB seeks to identify responsible potential sources and obtain information regarding possible suppliers who can provide the necessary facilities and services to receive, store, protect, and ship US Government-owned petroleum product, JP8 (aviation turbine fuel), from a location within Carson, CA from date of award through September 9, 2013. Terminal must have direct unrestricted access (24/7) to the current military 10 inch pipeline originating at the pier in Long Beach, CA via DFSP San Pedro and terminating at Watson, CA. (If not currently attached to the line a spur line must be installed and funded by the Offeror.) The Offeror is required to have the capability to ship JP8 via the Santa Fe Pacific Pipeline (SFPP) system 24 hours a day, seven days per week. AREA OF CONSIDERATION: Carson, CA. GRADE OF PRODUCT: JP8 (aviation turbine fuel). STORAGE REQUIREMENT: Approximately 150,000 barrel capacity (shell capacity) is required and product handled within the tank farm is desired. ESTIMATED THROUGHPUT: Estimated throughput for this requirement is approximately 1,100,000 barrels per calendar year excluding initial fill and final shipment.
