- The Contracting Department, Fleet and Industrial Supply Center (FISC), Norfolk, VA, 23511-3392 intends to negotiate a competitive firm fixed price type contract and will utilize procedures under FAR Part 13, Simplified Acquisition Procedures, for the procurement of five (5) Electric MHE flooded storage batteries for Fleet & Industrial Supply Center Norfolk (FISCN), MHE Division, Norfolk VA 23511-3392. They must be compatible with a Hyster Model # E40XM Shipboard-certified electric forklift, used for HAZMAT and weapons handling afloat. IAW Technical memorandum PHST-35-00-B (attachment 1), MHE Service life extension program [SLEP] processing Guide, table 3-2 limits replacement 36-V [EE] shipboard electric powered forklift batteries for sit-down MHE. The batteries must have the following: Battery Voltage of 36-V (18-Cell Flooded); Amp Hour Rating - 850-AH; ANSI Rating - EE-Rated with flat, rear-hinged-cover; Shipboard Rated - EMI, Shock Hardened, and Salt Fog Certified; Battery Cable - 30-inch; EC-Connector, Position- A (FRONT-TOP-LEFT); and Battery Compartment Limiting Dimensions of 37-3/4 x 28-3/4 x 24-1/2 . This procurement will be a 100% small business set aside. The North American Industry Classification System (NAICS) code is 335911 with a small business size standard of 1000 employees. Delivery is to be FOB Destination. A complete RFQ package will be available on or about March 3, 2011 by downloading the documents at the NECO website as follows: http://www.neco.navy.mil. Potential contractors are hereby notified that the solicitation and subsequent amendments to the solicitation will ONLY be available for download at the above site; this office will no longer issue hard copy solicitations. By submitting an offer, the vendor is self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to do so may represent grounds for refusing to accept the offer. By submission of an offer, the contractor acknowledges the requirement that a prospective awardee must be registered in the CCR database prior to award, during performance, and through final payment of any contract resulting from this solicitation, except for awards to foreign vendors for work to be performed outside the United States. Lack of registration in the CCR database will make a contractor ineligible for award.
