- SOW - Attachment 4 SOW - Attachment 3 SOW - Attachment 2 SOW - Attachment 1 Draft Statement of Work (SOW) THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY - Solicitations are not available at this time. This notice does not constitute a commitment by the government. The U.S. Marshals Service/Justice Prisoner and Alien Transportation Service (USMS/JPATS) is developing an acquisition strategy to lease two (2) mid-life, narrow-bodied, large transport category, turbine-powered aircraft for its aircraft operations located in Oklahoma City OK. The period of performance is for a base period of twelve (12) months (October 1, 2011 - September 30, 2012) and four (4) option years. In addition to providing these aircraft, the contractor is responsible to provide insurance, full maintenance and logistics support, aircraft positioning/de-positioning, and all ferry flights including fuel and associated expenses. All interested firms shall submit their capabilities packages addressing their ability and experience in providing the services in accordance with the attached Draft Statement of Work. Small businesses that are certified and qualified as a small business concern under North American Industry Classification System (NAICS) code is 532411 with a size standard of $7.0 million are highly encouraged to submit their capabilities packages. In addition to submitting your capabilities, please respond to the following questions: 1. Is your firm registered in the Central Contractor Registration (CCR)? In accordance with federal regulations, all contractors doing business with the federal government must be registered in the CCR database. 2. Based on the NAICS code above, what is your business size, small or large? 3. Within the past 5 years, have you provided similar services with commerical entities, federal, state or local governments? If so, please describe and include a) the contract number, dollar value, period of performance and current status of the contract. b) the types of planes provided; c) where the planes were maintained; d) the extent of the maintenance; e) any subcontractors used on the project and their respective roles on the project. 4. If awarded a contract, how many calendar days after award would you need to present the required aircraft? How many calendar days would you need to begin providing maintenance and logistics services? 5. What is your estimated total monthly price for Aircraft, Insurance, Maintenance and Logistics Support Services? A solicitation to provide these services is being developed and a contract may or may not result. Market research is being conducted to determine the interest and capability of potential sources for this requirement. All information submitted in response to this announcement is voluntary, the government will not pay for information requested, nor will it compensate any respondent for any cost incurred in developing information provided to the government. If capabilities packages are not received from at least two capable small business concerns by the response date or if the Government determines that no small businesses are capable of performing this requirement based upon an evaluation of the capabilities packages submitted; this requirement will be solicited under full and open procedures. Capabilities packages shall be submitted (via e-mail) to the POC listed below not later than 4:30 pm EST, March 11, 2011.
