- NASA Dryden Flight Research Center (NASA/DFRC) has a requirement for telephonyservices, to include (i) various multi-line/multiplexed circuits for connections fromDFRC to the PSTN (Public Switched Telephone Network); (ii) individual POTS (Plain OldTelephone System) lines for use at DFRC, and (iii) various circuits for specified use,i.e. full bandwidth Internet connectivity, DSL circuits, etc.; five (5) years.NASA/DFRC intends to acquire these services from American Telephone and Telegraph (AT&T)pursuant to 10 U.S.C. 2304(c)(1), Only one responsible source and no other supplies orservices will satisfy agency requirements (see attached Justification for Other than Fulland Open Competition (JOFOC)).These services are currently provided by AT&T, theincumbent contractor and the Incumbent Local Exchange Carrier (ILEC) in the Edwards,California (Edwards) area. Competition would require a Competing Local Exchange Carrier(CLEC) to establish the required infrastructure for the services in the Edwards area, theexpense and effort of which would be substantial to the Government and not expected to berecovered through competition.There is no CLEC known in the Edwards area, especiallyone that could provide the variety and quality of the required services at a reasonableprice and without interruption in service (see attached Appendix A). There are no knownsources to provide these services due to the exclusive rights or agreement for AT&T toprovide these services in the Edwards area. Other possible providers, or CLECs, wouldeither rebuild the existing infrastructure with their equipment or purchase theinfrastructure services outright from the ILEC (AT&T).This would likely result in asubstantial increase in price for the same services and may result in the inability tomeet the Government's quality and availability requirements.The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities/ qualifications statements toperform the effort in writing to the identified point of contact not later than 4:30PM(Pacific Time) on March 17, 2011. Such capabilities/qualifications will be evaluatedsolely for the purpose of determining whether or not to conduct this procurement on acompetitive basis. A determination by the Government not to compete this proposed efforton a full and open competition basis, based upon responses to this notice, is solelywithin the discretion of the government.Oral communications are not acceptable in response to this notice.NASA FAR Supplement (NFS) clause 1852.215-84, Ombudsman, is applicable.
