Description
This is published as sole source announcement under the statutory authority at 10 USC2304(c) (1), and regulatory authority at FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The Army Contracting Command, Aberdeen Proving Ground- (C4ISR)-Sector T, Contract Operations Group, Tobyhanna Army Depot, Tobyhanna, PA 18444 intends to negotiate and award a contract on a sole source basis to DRS ICAS, LLC, 485 Cayuga Road Buffalo New York, 14225, for Technical Support Services and Technical Data requirements. The requirements for the Technical Support Services and Technical Data include the following: TRAINING: Provide system level training to Government employees on Programmed Depot Maintenance (PDM) of the AN/TPT-1(V) Unmanned Threat Emitter (UMTE) radar systems. Training will include the following key topics: Operator Control Group(OCG), Control Display Unit/System Test Set (CDU/STS), Simulation of an entire UMTE system using the OCG, CDU/STS is required, any additional training identified to be necessary. Training will encompass a combination of hands-on and classroom training, and primarily be performed at the contractor's facility. The trainer(s) provided shall have a minimum of five (5) years experience in PDM of AN/TPT-1(V) Unmanned Threat Emitter (UMTE) radar systems. Training is to commence within 30 days of contract award and be completed within 60 days from date of commencement. TECHNICAL SUPPORT: Provide technical phone/on-site support as necessary to address technical questions and provide solutions to Government employees performing PDM. Technical support is to be provided by an individual(s) with a minimum of five (5) years experience in PDM of AN/TPT-1(V) Unmanned Threat Emitter (UMTE) radar systems and knowledgeable in the above training requirements. Period of Performance is one year. TECHNICAL DATA: Software: Provide software specifically written to exercise a stand-alone UMTE transmitter. The code will exercise all transmitter functions (to include control boxes) and simultaneously, if required, drive test equipment commonly used in the electrical field (i.e. O-scopes, volt meters, etc.). The Code is to be written in one of the following: a) Lab View, b) CVI, c) Test Stand, d) C Language. Deliverable is to include the source code "build environments/library". Software is to be written by an individual(s) with a minimum of five (5) years experience with the UMTE Transmitter, and the ability to obtain any information required for performance from the OEM. Period of Performance is 6 months from date of award. MANUALS: Provide two copies of the following manuals in contractor's format: Manufacturing Work Instructions (MWI), Manufacturing Operating Instructions (MOI) and Acceptance Test procedures (ATP) for the following UMTE components within 30 days of award: a) Pedestal to include motors, b) Remote Emitter Control Unit (RECU), c) All Transmitters to include control boxes, d) RECU Power Supply, e) Servo Amplifier, f) Filament Power Supply. The Government does not have the required technical data package to pursue a competitive acquisition. DRS ICAS, LLC is the sole designer, developer and manufacturer of the existing UMTE radar system, and owns proprietary rights to the asset. Due to the electronic complexities, proprietary components of the system, and past working knowledge - including the design of the system DRS ICAS, LLC is the only contractor who can provide the requirements for Technical Support Services and required Technical Data.
