- United States Coast Guard, Surface Forces Logistics Center (CPD-C&P2) in Oakland, CA, proposes to contract for repair of: USCGC ALEX HALEY (WMEC 39), Port Reduction Gear The period of performance is 8 June - 20 July 2011. Work includes, but is not limited to the following: installation of port and starboard reduction gear outboard accessories. Accessories include shaft drive oil pump pinion bearings, oil seals, and circlips, high pressure pump pinions, and barring gear locking ring gears. Also, a clear electronic copy at 300 dots per inch from the best available original tracing of the assembly drawings is required. A planned ship check to Kodiak, AK will be scheduled. The United States Coast Guard (USCG) Surface Forces Logistics Center will utilize other than full and open competition to award a contract. David Brown Gear Systems based in Lockwood, England is the original equipment manufacturer (OEM) and the only known source with the proprietary knowledge and technical data to provide these gears and ancillary components to the Government. Therefore the Government intends to solicit and negotiate with only the OEM under the authority of FAR 6.302. Interested parties may submit responses to this notice demonstrating their capability to provide David Brown Gear Systems parts. Information must include complete and current engineering data to demonstrate the acceptability of the offered parts and data that the offered parts have been satisfactorily manufactured for the Government. This data must include sufficient information to allow the Government to evaluate the information relative to the above requirements. This notice is not a request for proposals. However, all responses received within 6 days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government.
