- The United States Coast Guard Surface Forces Logistics Center, Contracting and Procurement Branch 2, LRE Product Line intends to issue a Commercial Request for Quote (RFQ) for Dockside Repairs to the USCGC DALLAS (WHEC 716), a 378 FOOT "E CLASS" HIGH ENDURANCE CUTTER. The Coast Guard intends to conduct the procurement in accordance with Federal Acquisition Regulation (FAR) Part 12 Acquisition of Commercial Items and FAR Subpart 13 Simplified Acquisition Procedures. The NAICS Code is 336611 and the small business size standard is less than 1,000 employees. The simplified acquisition will be issued as a Best Value Request for Quote (RFQ), on or about 7 March 2011. Subject to the availability of funding. The RFQ will be issued via the Federal Business Opportunity (FEDBIZOPPS) web page at www.fbo.gov. This Requirement will be evaluated using past performance as an evaluation factor. Hard copies of the solicitation and specification will not be issued. It is incumbent upon contractors to monitor the FEDBIZOPPS web page for the RFQ release and all subsequent amendments. FEDBIZOPPS contains an option for automatic notification service. THE ACQUISITION WILL BE SOLICITED AS A 100% TOTAL SMALL BUSINESS SET-ASIDE. A CD-ROM containing all applicable drawings is available free of charge to contractors upon request not later than three (3) days from the solicitation issuance. CD-ROM(s) will be sent via FED-X. The CD-ROM (s) contain Windows compliant raster/vector formats (e.g.*DWF, etc.). The performance period will be 43 calendar days and is anticipated to begin on or about 4 April 2011. The place of performance will be the homeport of the vessel, 1050 Register St., Charleston, SC. The scope of the acquisition is for various repairs that may include the following: Commissary Hoist Level 2 Inspect and Repair Chill Water System Insulation Renewal BOSN Workshop Hull Insulation Renewal A/C Supply Piping Insulation Renewal ASW Piping Insulation Renewal Captain's Cabin Overhead Repairs Various Compartment Vent Duct Renewal Structural Steel Ventilation Ducting Renewal Muffler Space Ventilation Renewal Berthing Head Renovation Provide Temporary Services Travel and Per Diem All welding and brazing shall be accomplished by trained welders who have been certified by the applicable regulatory code performance qualifications procedures.
