- Sources Sought Synopsis: The Mission and Installation Contracting Command (MICC) Center - Fort Knox is conducting market research to determine the interest of firms capable of providing Genealogy Research Services in support of the mission requirements for the Human Resources Command Center of Excellence at Ft. Knox, Kentucky. MICC is conducting market research for the purpose of identifying prospective, potential firms capable of providing the services prior to determining the method of acquisition and issuance of a Request for Proposal. THIS SOURCES SOUGHT ANNOUNCEMENT IS NOT A REQUEST FOR PROPOSAL AND THE GOVERNMENT IS NOT COMMITTED TO AWARD A CONTRACT PURSUANT TO THIS ANNOUNCEMENT. This sources sought notice is to gain knowledge of interest, capabilities, and qualifications of contractors who can support this requirement as a prime contractor. Services would include, but are not limited to: The Contractor shall conduct genealogy research to identify closest living maternal relatives and primary next of kin as requested by the Department of the Army for unaccounted-for service members from past conflicts. The product of the search will include a partial family pedigree chart to demonstrate relationship to the unaccounted service member with address, contact information, and sources used in the search. Genealogy requests will typically be in the form of one of two phases. However, a request may be for both Phase I and Phase II information within the same research request. Phase I is a limited, cost effective search to initiate contact with the families of unaccounted service members and to identify mitochondrial DNA (mtDNA) eligible donors. Phase II is a detailed search to establish, in a legally sufficient manner, the Primary Next of Kin (PNOK) and the first alternate PNOK for unaccounted service members. This market research is a tool to be used to determine procurement strategy. Appropriate procurement strategy will be determined after consideration of industry response to this sources sought announcement. The government is not obligated to, and will not, pay for any information received from potential sources as a result of this announcement. Responses to this announcement should be not more than 10 pages in length and e-mailed to attention of Ms. Jane E. Nelson Thornton at jane.nelson@us.army.mil by 2P, local time, 15 March 2011, and should include the following: 1. A statement of interest in this requirement. 2. A description of the contractor's capabilities, past performance and experience information, including contacts, for contracts similar to the services listed above. 3. Company size: Small or large, HUBZone, 8(a), SDB, Woman-owned, Service disabled veteran-owned. 4. Contact information, to include name, e-mail address, phone number, and fax number, as well as Cage Code of the company. 5. Teaming Arrangements: Anticipated teaming arrangements (delineate between work accomplished by prime and work accomplished by teaming partners) 6. Please limit your response to no more than 10 pages and include the following: 6.1. Business Information a. Company name and address b. D&B DUNS Number c. Socio-economic classification of company (i.e., small business, 8(a), woman owned, service disabled veteran owned, HUBZone, large business, etc.). d. Size (gross revenue, number of employees in company) e. Number of years in existence f. Company point of contact - name, phone, and e-mail address. 6.2. Vendor capabilities statement shall include: a. List of relevant government and/or private sector contracts and subcontracts it has performed, or is performing within the past three years, include point of contact information - name, phone, and e-mail address. (i) Relevant is defined as same or similar to the proposed effort in scope, or complexity. b. Discuss your experience and why you deem the experience to be relevant and of value to this requirement. c. Discuss specific lessons learned or best practices developed that are relevant to this requirement. Responses to this announcement are due by 2:00 PM, Fort Knox local time, on Monday, 15 March 2011, must be in writing, and shall be sent electronically to jane.nelson@us.army.mil. Responses shall also include the Sources Sought number and title in the subject line of the e-mail.
