- Synopsis Synopsis The Federal Highway Administration (FHWA) has a need, through the National Highway Institute (NHI) to effectively and efficiently develop, deliver, revise, and promote a timely program of high quality training program; in the broad subject areas of Structures, Hydraulics and Geotechnical engineering. This may also include any research required for the development of a specific course or courses, reference manuals, and other support services which may be required for the promotion of the training program. The potential target audience is very broad, and includes the Federal, State and local highway and transportation agencies located within the United States, the Local Technical Assistance Program (LTAP) Centers, associations, consulting firms, private industry, universities and other national and international entities engaged in highway work of interest to the United States. The Services under this proposed effort will include the following: • Technical Review and Panel Coordination • Training Needs Analysis and Evaluation of Training Effectiveness • Technical Review and Panel Coordination • Course Development, Revision, and Update • Media Production • Course Delivery • Briefings • Curriculum Revisions The solicitation will be available electronically via the Government Point of Entry (GPE) at www.fbo.gov. No written, telephonic, facsimile, e-mail or other type of request for the solicitation will be accepted. Potential offerors/vendors are encouraged to register on www.fbo.gov and to monitor the website to receive the solicitation and any further information in reference to the subject action inclusive of any announcements, and amendments after its release. This notice of intent is not a request for competitive proposals. A request for proposals is anticipated to be published, through the Federal Business Opportunities website, on or before March 18, 2011. Once the solicitation is posted, all interested responsible sources may submit a proposal which will be considered by the FHWA.
