- Notice of Opportunity for the 99th Regional Support Command The Department of Energy (DOE) Super Energy Savings Performance Contract (ESPC) will be the contracting vehicle used to implement building efficiency projects at Army Reserve facilities in the Northeast region (99th RSC). These facilities are located in 173 towns and cities across 13 states of the northeast region of the United States with a total square footage of 6.5M. The typical configuration at each of these installations is an administrative or office type facility and a vehicle maintenance facility. The customer would like to attain maximum facility energy savings - within the ESPC framework - through a comprehensive, holistic analysis of building efficiency measures. The intent is to optimize the combination of conservation measures (with various levels of cost and savings) to achieve more substantial energy savings within a given facility. In achieving their energy goals, the 99th RCS is interested in any of the energy conservation measures (ECM) defined in Attachment J-3 of the basic DOE IDIQ ESPC contract along with any operational improvements to meet their energy goals. The two main considerations of this ESPC will be to: (1) execute the project at a large number of locations that are geographically separated, (2) achieve a holistic, comprehensive analysis that produces the maximum energy savings per square foot of the modified facility.
