Description
This Sources Sought Notice is for market research purposes only and shall not be construed as a Request for Proposal or an obligation on the part of the Commodity Futures Trading Commission (CFTC or the Commission) to acquire services. The Government may or may not issue solicitation documents. The Commission does not intend to award a contract on the basis of this Sources Sought, nor pay for the information provided. No entitlement to payment of direct or indirect costs or charges shall arise as a result of submission of responses to the Sources Sought and the Commission's use of such information. Background: The Commission is responsible for regulating commodity futures and option markets in the United States. The CFTC's mission is to protect market users and the public from fraud, manipulation, and abusive practices related to the sale of commodity and financial futures and options, and to foster open, competitive, and financially sound futures and option markets. Requirement: CFTC has need for a capability to identify, collect, and preserve information stored electronically on the Commission network and individual workstation PCs. Such information is needed in support of litigation, to respond to FOIA requests, to investigate security threats, and for other purposes. At a high level, this required capability includes the ability to search for and identify custodians of desired information and to retrieve information from any source and in any file format without alerting users or disrupting normal business operations. Desired features include but are not limited to: Boolean, wildcard, fuzzy and proximity searches; document search result reporting; metadata searches based on sender, recipient, subject, attachment name, attachment type, and date range; chain of custody preservation; and a methodology for producing documentary evidence that will be accepted by a court of law Requested Information: Responses to this notice should include: (1) company name, address and point of contact, (2) a product/service capability statement, and (3) examples of projects where you provided similar products/services to clients with points of contact. Responses to this notice must be submitted in writing by email and received not later than March 14, 2011.
