- Naval Air Warfare Center Aircraft Division Lakehurst NJ intends to request a proposal on a non-competitive basis with AAI Corporation, Hunt Valley, MD to manufacture, assemble and deliver ten (10) each Advanced Bore-sighting Equipment (ABE) Personality Module and Adapter Sets, P/N 38403-40000-10 for the H-60R Aircraft. Each MH-60R Bore-sight Adapter Set consists of: EGI Adapter, P/N 38403-40100-10, ESM Antenna Adapter, P/N 38403-40120-10, ADL Adapter, P/N 38403-40140-10, MMR Antenna Adapter, P/N 38403-40180-10, Transit Case, P/N 38403-90001-1, Personality Module, P/N 38403-40006, and Interface Cable, P/N 40262-43010. The Government intends to negotiate this requirement under the authority of 10 USC 2304 (c)(1), as prescribed by FAR 6.302-1. The Government does not own data, drawings, or other specifications to permit full and open competition. AAI Corporation is the Original Equipment Manufacturer (OEM) of the Advanced Bore-sighting Equipment (ABE) Personality Module and Adapter Set; and as such they are the only vendor with the knowledge and proprietary data to develop and manufacture these items. This notice of intent is not a request for competitive proposals. However, all responses received within fifteen days of publication of this synopsis will be considered by the Government. A determination by the Government not to open the requirement to competition based on responses to this notice is solely within the discretion of the Government. Information received as a result of the notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The Navy anticipates the award to be a firm fixed price contract. Information provided herein is subject to change and in no way binds the Government to solicit for or award a contract.
