Description
This is a Sources Sought Synopsis. The U.S. Air Force is conducting a search for the capability to disassemble BLU-97/B and BLU-97A/B sub-munitions in support of periodic surveillance evaluation on fielded systems. It is estimated that minimal quantities (not more that 2200 each) of BLU-97 assets will be disassembled annually. Although this evaluation is scheduled annually, there is no guarantee that annual disassembly will occur. The capability to disassemble 2200 BLU-97s within 30 days is required. The BLU-97 sub-munition, also known as the Combined Effects Bomblet (CEB), consists of a Body Assembly, Fuze Assembly, Air Decelerator Cup Assembly, and Zirconium Sponge. The disassembly of the CEB presents a significant hazard and appropriate safety controls are the contractor’s responsibility. There is no Government furnished equipment available for this effort. The contractor is responsible to provide all personnel, services, facilities, and materials to accomplish disassembly and inspection of BLU-97/B sub-munitions, and dispose of all residual hardware, explosives, and material and perform all associated miscellaneous tasks. Information Sought: Interested companies are encouraged to respond to this announcement as soon as possible with a notice of interest and then follow up with complete response information. In the complete response, companies should provide a summary of their capabilities and their expected ability to meet the requirements above. Responses should include: a. Name and address of the contractor and where the disassembly would be accomplished. b. Point of contact including name, title, phone and e-mail address c. Size of the contractor, average annual revenue for the past three years and the number of employees d. Description of similar activities offered by the contractor that currently meet, or with modifications, might meet the above listed requirements e. Indication of an understanding of safety requirements f. The estimated lead time required to teardown first BLU-97/B and/or BLU97A/B sub-munitions g. Whether the business is currently classified as a Large, Small, Small Disadvantaged, 8(a) and/or Woman Owned company, Hub Zone Small business, veteran owned small business, or service disabled veteran owned small business. Where to Submit: Submissions should be sent via e-mail (preferred), mail, or fax. Companies are encouraged to make submissions via e-mail or fax due to limitations on the postal system. E-mail submissions may include files in Microsoft Word format or Adobe Acrobat (*.pdf) format. When to Submit: Notices of intent to respond should be submitted no later than one week. Final submissions must be received not later than 10 working days from the date of this notice. This notice does not constitute an Invitation for Bid or Request for Proposal and is not to be construed as a commitment by the Government. Respondents deemed fully qualified will be considered in any resulting future solicitation.
