- First draft released to FBO, 3/1/11 THIS IS THE BASE SOLICITATION NOTICE POSTED 3/1/2011: Ref: HSHQDC-11-R-00050 The Department of Homeland Security (DHS), Office of Procurement Operations (OPO) is soliciting proposals for the Domestic Nuclear Detection Office (DNDO) under this Broad Agency Announcement (BAA) for Exploratory Research (ER) that directly supports the DNDO mission. The BAA solicits proposals in the area of Nuclear Detection Technology and related fields that may lead to a dramatic improvement in national capabilities in nuclear/radiological detection and interdiction. For this BAA, the Government encourages proposals from the following types of organizations which could serve as the prime contractor: private industry, academic institutions, and non-profit organizations. Prohibited from serving as prime but encouraged to participate as sub-contractors for this BAA are Federally Funded Research and Development Centers (FFRDCs), University Affiliated Research Centers (UARCs) and other federally-funded laboratories, agencies, and activities. Any organization that wishes to participate and submit a proposal in response to the solicitation must create an account at https://dndobids.dhs.gov before the due date and time established in this BAA; there will be no exceptions. Vendors who proposed in FY2010 will be permitted to use the account established for that submission. Registration is required before a proposal can be submitted. It is very important to follow the registration instructions provided under Section 7 of the BAA. No phone calls will be accepted, and the BAA is being issued via FedBizOpps in electronic copy only.
