Description
This is a Sources Sought Notice ONLY. Requests for copies of a solicitation will not receive a response. The Bureau of Engraving and Printing (BEP) is issuing this Sources Sought Notification for a Single Note Inspection System (SNIS). The BEP is seeking input from industry to gain knowledge of current industry capabilities of SNISs that are capable of accepting printed sheets, cutting these sheets into notes, examining the notes and packaging the notes for shipment. The BEP may acquire either a stand-alone inspection platform, a complete system capable of cutting sheets into notes and packaging the notes for shipment, or have a stand-alone inspection platform delivered then integrate the cutting and packaging capabilities at a later date. The following represents the BEP's basic desired requirements for either option. The desired requirements for the stand-alone SNI platform are the following: - Accept the input of individual banknotes; variety of note sizes and substrates - De-banding capabilities at input - Inspect visible and IR print quality for face and back printing; color inspection 0.2 mm pixel resolution - Allow tunable regions within the note design for weighting of the inspection - Be able to detect flaws within the banknote substrate and flaws created as a result from printing on the substrate that are at least as fine as 0.035 mm wide by 3 mm length - Measure notes for registration of the individual printing and printing to cut edge of the note, and note size - Validate the position and image of the watermark - Validate the position of the threads, embedded or window, within the substrate - Have the ability for special detectors to be installed for magnetics, IR and other authentication and forensic features of the banknotes - Capture the serial number of each banknote processed - Ability to remove and shred banknotes that do not meet the defined quality limits - Deliver acceptable banknotes and apply a band around 100 notes to produce a strap - Generate and output a database containing the serial number of all notes within each strap and those destroyed, and the results of the inspection by individual inspection parameters - Ability to inspect at least 40 banknotes per second, have an overall effective throughput of at least 110,000 banknotes per hour taking into account maintenance and expected downtime The complete system will incorporate sheet cutting and packaging with the desired inspection platform requirements listed above. The following are the desired requirements for the cutting and packaging portions: Cutting: - Accept the input of full sheets in a variety of sheet sizes and formats, up to 820 mm wide by 700 mm long - Cut the sheets into individual notes; ability to produce a variety of note sizes - Repeatability of cutting is at least +/- 0.25 mm - Operate at a rate to feed one or two inspection platforms - Optional ability to automatically remove trim waste - Automatically feed cut notes into the inspection platform(s) Packaging: - Automatically receive examined notes from the inspection platform(s) - Operate at a rate to accept inspected notes from one or two inspection platforms - The packaging system may be required to use the existing materials utilized by the BEP and produce packages in identical appearance and functionality as the existing packages shipped by the BEP. The ability to integrate custom packaging equipment with the inspection platform is required. If required, the system would need to: o Accumulate 10 straps, apply a band, shrink-wrap and label to produce a bundle (1,000 notes). Label to contain information on the serial numbers contained within the package and bar code identifying the package. o Accumulate 4 bundles and shirk-wrap to produce a brick (4,000 notes) o Accumulate 4 bricks, shrink-wrap and label to produce a cash-pak (16,000 notes) o Palletize the finished cash-paks on a BEP skid for shipment Vendors whose products/systems possess the above characteristics are invited to submit the following information in a Capability Statement: 1) product/system summary; 2) complete description of technical characteristics, capabilities and any other product/system options offered by the vendor not listed in the above requirements; 3) photographs, diagrams and drawings of proposed products/systems;4) general manufacturing and delivery lead times; 5) general budgetary cost information, 6) information on how many products/systems have been delivered and a reference list of customers currently using these products/systems; and 7) a statement of whether or not commercially developed/non-developmental items, components and equipment are currently in use to meet the BEP's requirements. Capability Statement responses shall also include the following: 1) the Sources Sought number; 2) company name, address, telephone number, and website address (if available); 3) the type of business (large or small); and 4) the name, telephone number, and e-mail address of a technical point of contact having the authority and knowledge to clarify responses with Government representatives. The BEP is not interested in receiving information regarding Research and Developmental efforts. Potential product/system solutions that are cost effective, mature, and currently available to support a six (6) month delivery/installation for a stand-alone inspection platform or a twelve (12) month delivery/installation for a complete system are desired. This Sources Sought Notice is for planning purposes only and shall not be construed as a Request for Proposal or Request for Quote or as an obligation on the part of the BEP for conducting a follow-on-acquisition. The BEP does not intend to award a contract on the basis of this Notice, or otherwise pay for the information requested. No entitlement or payment of direct or indirect costs or charges by the BEP will arise as a result of submission of responses to this Notice and BEP use of such information. The BEP recognizes that proprietary data may be part of this effort. If so, respondents are responsible for identifying proprietary components, interfaces and equipment, and clearly mark restricted or proprietary data and present it as an addendum to the non-restricted / non-proprietary information. See Federal Acquisition Regulation (FAR) 3.104.4; 52.215-1(e). In the absence of such identification, the BEP will assume to have unlimited rights to all technical data in the information paper. NO SOLICITATION DOCUMENTS EXISTS AT THIS TIME. The North American Industries Classification System (NAICS) codes for this project are 334513, 333293, and 423830. This notice is not to be construed as a commitment by the BEP and does not imply an intention or the opportunity to acquire funding to support current or future efforts. Respondents will not be notified of the results of the information submitted. Vendors are requested to submit their Capability Statement to the point of contact identified below no later than 2:00PM EST on 18 March 2011. Electronic submissions are encouraged.
