Description
The RDECOM Contracting Center, Natick Contracting Division is looking for interested vendors to outsource the cleaning services for soiled IBA vests such as the Improved Outer Tactical Vests (IOTV), and Outer Tactical Vest (OTV). THIS IS A PRE-SOLICITAION NOTICE AND NOT A RFP. The Request for Proposal will be posted on the Natick Contracting Centers website; www3.natick.army.mil, on or about March 15th, 2011. This is a 100% Small Business Set-Aside. The potential contract could cover a total period of five years. The requirement for each annual increment could be up to 300,000 with a minimal quantity for the first year is 30,000 IBA vests. Soldiers deploying to theatre are provided with Interceptor Body Armor (IBA) vests by the ARMY to help protect them from small arms and ballistic fragments. Having been used in theatre, the IBA vests usually become heavily soiled with dirt, perspiration, and body fluid. These soiled IBA vests cannot be reissued to the Soldiers without proper cleaning as they would present a health risk to the Soldiers. Due to the supply shortage of IBA vests, ARMY has the critical ongoing need to clean the soiled IBA vests returned from the field to resupply the cleaned IBA vests to the deploying Soldiers. Improper cleaning methods, procedures and detergents, however, can damage or degrade the performance of the IBA vests. A recent IOTV cleaning study, conducted by Soldier-Product Support Integration Directorate (S-PSID) in conjunction with Program Manager - Soldier Protection Individual Equipment (PM-SPIE), has identified Computer-controlled Wet Cleaning to be the best value solution, which can clean effectively the IBA vests without degrading their functional properties. A Maintenance Action Message was published authorizing the use Computer-controlled Wet Cleaning as a viable depot maintenance procedure for cleaning the soiled IBA vests, and the new procedures are now published in the IBA Technical Manual (TM 10-8470-208-24&P). The Government reserves the right to make multiple awards. It intends to award a Firm Fixed Price type contract with one (1), Five (5) year ordering period. The Government may award several, one or no contracts as a result of this solicitation. The North American Industry Classification System (NAICS) code is 812320. This solicitation is subject to availability of funds. Proposals shall be valid for at least 120 days. Please annotate the last day the proposal will be valid. Firms will not be reimbursed for any costs associated with their proposal preparation.
