This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. Due to space restrictions, portions of the solicitation have not been included. The Department of Veterans, VA Boston Healthcare System, has a requirement for live animals. A valid sole-source justification exists; VA plans to award this requirement on a sole source basis. This is a Request for Quotation (RFQ); the solicitation number is VA-241-11-RQ-0226. This requirement is not set aside. The NAICS Code is 112990. All quotes with supporting information are due no later than NOON EST on March 10, 2011. No telephone calls will be accepted. Department of Veterans Affairs, VA Connecticut Healthcare System, Animal Research Facility/l51, West Haven Campus, 950 Campbell Avenue, West Haven, CT 06516, in accordance with these specifications, as required by the Animal Research Facility. Because of past pathogen problems, it is critical to VA Connecticut that one vendor supply all live animals. Product Description: Rats a.All rats are to be pathogen free, cesarean derived and barrier or isolator reared. The specific pathogen free rats shall be free of Mycoplasma pulmonis, Sendai Virus, Sialodacryoadenitis Virus/Rat Corona Virus, Ki1ham's Rat Virus, Rat Parvovirus, Pneumonia Virus of Mice, Respiratory Enteric Orphan Virus III, Hantaan Virus, Theiler's Murine Encephalomyelitis Virus, Mouse Adenovirus, Lymphocytic Choriomeningitis Mouse Virus, C. piliforme, E. cuniculi, CAR Bacillus. Rats are also to be free of Helicobacter; and Pneumocystis carinii. In addition, nude rats are to be free of Pneumocystis carinii, Staphylococcus aureus, and Pseudomonas aeruginosa. b.Rat colonies are also to be free of the following bacterial agents that are determined by the aerobic and 7% carbon dioxide cultures of nasopharynx and aerobic cultures of cecum examined for the presence of the following bacteria: Cecum: Acinetobacter, Citrobacter amalonalyticus; Citrobacter freundii, Citrobacter rodentium, Citrobacter species; Enterobacter cloacae; Enterobacter species; Escherichia coli; Klebsiella oxytoca; Klebsiella pneumoniae; Klebsiella species; Leclercia adecarboxylata; MorganeIla morganii; Pasteurella multocida; Proteus species; Providencia, species; Pseudomonas aeruginosa; Pseudomonas fluorescens/putida; Pseudomonas species not aeruginosa; and Salmonella species. Helicobacter species (including Helicobacter hepaticus, H. rodentium, H. typhlonius) are negative by PCR. The animals must have been obtained from the same breeding stock, and reared under similar environmental conditions and fed the Teklad diets. Proof that the animals are equivalent and will produce identical research results shall be provided when requested by the Contracting Officer. ORDERING: Orders for supplies will be placed by telephone by the Animal Research Facility. METHOD OF PAYMENT: Payment for supplies ordered will be made by VA Connecticut via Purchase Card/Credit Card on a weekly basis. Invoices shall be sent to the VACHS. SHIPPING: All live animals are to be shipped (F.O.B. Destination) in environmentally-controlled vehicles in filtered shipping containers. FEDERAL HOLIDAYS: The ten holidays observed by the Federal Government are: New Years' Day Martin Luther King, Jr's. Birthday President's Day Memorial Day Independence Day Labor Day Columbus Day Veterans Day Thanksgiving Day Christmas Day or any other day specifically declared by the President of the United States to be a national holiday. Contractor shall not be responsible for providing services on Federal Holidays.\ *** "When a holiday falls on a Sunday, the following Monday shall be observed as a legal holiday. When a holiday falls on a Saturday, the preceding Friday is observed by U.S. Government agencies" DELIVERY LOCATION: The Contractor shall provide delivery to the following location: Department of Veterans Affairs, VA Connecticut Healthcare System West Haven Campus Animal Research Facilityl151 Bui1ding ·#2; 8th Floor, Room 8-100 950 Campbell Avenue West Haven, CT 06516 MEDICAL/SECURITY CLEARANCE: The Contractor's Delivery Person/Driver must obtain medical and security clearance prior to entry to the VA and the Research Animal Facility. The medical clearance for tentry to the Animal Facility consists of a Medical History Questionnaire and/or medical tests (i.e. TB screening). The security clearance is conducted through the Research Administrative Office and Human Resources. An identification badge will be issued at the emd of this process to allow entry into the VA. TIME OF DELIVERY: Deliveries shall be made between the hours of 6:00am and 10:00am, Monday through Friday, excluding weekends and Federal Holidays. CONTRACTING OFFICER: The responsibilities of the Contracting Officer are to administer the contract and to ensure that the contractor performs in accordance with contract documents. The Contracting officer is the only responsible official for the Government in all contractual matters that involve change, direction, work performance, time and money. All correspondence and any questions will be directed to the Contracting Officer for advisement. CONTRACTING OFFICER'S TECHNICAL TEPRESENTATIVE: The COTR is delegated by the Contracting Officer, once the contract is issued. A Delegation of Authority letter will be sent with the contract. IDENTIFICATION, PARKING, SMOKING, AND VACHS REGULATIONS: The Contractor's personnel shall wear visible identification at all times while on the premises of VACHS. It is the responsibility of the Contractor to park in the appropriate designated parking areas. Information on parking is available from VACHS Police Section. VACHS will not invalidate or make reimbursement for parking violations of the Contractor under any circumstances. Smoking is prohibited inside any building at V ACHS and within 50 feet outside of any building. Possession of weapons is prohibited. Enclosed containers, including tools kits, will be subject to search. Violations of VACHS regulations may result in citation answerable in the United States (Federal) District Court, not a local district, state or municipal court. CONDUCT: a. The Contractor and any employee are subject to the same rule of conduct and standards as Government employees. b. The speed limit on VACHS installations is 15 m.p.h. citations for violations of speed limits parking violations or other infractions will be issued by VACHS Police. These infractions are Federal offenses which must be handled in a Federal District Court. NO employee of the Government can assist any Contractor employee with the citations. d.No alcoholic beverages or drugs are allowed on the installation.
