- This synopsis is an update to the 31 January 2011 synopsis issued under Classification Code 19 - Detail Design and Construction of Ship to Shore Connector (SSC) Test and Training Craft and Production Units and referenced as solicitation N00024-11-R-2401. The Naval Sea Systems Command intends to issue a full and open competitive solicitation in the March 2011 timeframe for the detail design of the Ship to Shore Connector, the construction of a Test and Training craft, and Technical Manuals. The solicitation will also include options for Off Craft Mission Planning Capability, Test and Training Craft Instrumentation, up to eight production craft, spares, interim support, data, additional Technical Manuals, Coordinated Shipboard Allowance List material, Engineering & Industrial services, Software Support services, shipment of craft and up to 50,000 man-hours of Special Studies services. The Navy intends to post, on FEDBIZOPPS, a DRAFT Request for Proposal (RFP) on or about 1 March 2011. No questions or comments from industry will be entertained by the Government at this time. The following draft solicitation attachments: J-1 - Draft Craft Specifications, J-4 - Draft Schedule A “ Government Furnished Equipment, J-5 - Draft Schedule C “ Government Furnished Information, J-6 - Draft GFE Weight Report, J-11 - Draft Test Documentation Booklet, J-12 - Draft Technical Manual Contract Requirements, J-13 - Draft LMI Data Selection Sheets, J-14 - Draft ILS Supportability Approach, J-15 - Draft Diminishing Manufacturing Sources and Material Shortages Plan, J-16 - Draft Item Unique Identification Plan, J-17 - Draft Hazardous Material Management Plan, J-18 - Draft System Safety Program Plan, J-19 - Draft Maintenance Concept, J-20 - Draft Off Craft Mission-Planning Change Package, J-21 - Draft T&T Craft Instrumentation Change Package; J-23 - Draft Integrated Flight Control Change Package, J-25 - Draft Technical Manual Management Plan, J-27 - Draft Configuration Management Plan, and J-28 Draft Factors for Determining Variable Loads, will be made available to potential Offerors only through the internet on the SSC Industry Website in the folder entitled œ*DRAFT - Solicitation # N00024-11-R-2401: J Attachments - DRAFT* at the following address: https://www.ideservicecenter.com/PEOShips/PMS377/Windchill/netmarkets/jsp/folder/list.jsp?oid=project%7Ewt.projmgmt.admin.Project2%3A6468634&u8=1 In order to access the attachments on the SSC Industry Website, Offerors must have an SSC Industry Website account and submit a copy of a valid DD Form 2345 (Military Critical Technical Data Agreement), signed by the US/Canada Joint Certification Office, to Mr. Ian McClintock at ian.mcclintock@navy.mil. If an Offeror already has an SSC Industry Website account, a new SSC Industry Website account is not required. Offerors are not required to re-submit a DD Form 2345 if the Offeror has previously submitted a valid DD Form 2345 to PMS377 during prior SSC Industry Day Events. This synopsis, any future synopses, the RFP and any amendments will be posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce On-Line (NECO) site located at https://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopses and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Naval Sea Systems Command. No comments, questions or inquiries shall be made of any Government person other than the Contracting Officer identified in this synopsis. CAUTION: The final solicitation, if any, will be issued electronically as will any amendments thereto. Because of this, the Government is under no obligation to maintain a bidder ™s mailing list. This pre-solicitation notice is for information only, and shall not be construed as a commitment by the Government to solicit contractual offers or award contracts. The Government is not soliciting, nor will it accept, proposals as a result of this synopsis. If a solicitation is issued in the future, it will be announced via FEDBIZOPPS/NECO and interested parties must comply with that announcement. This is not a request for proposals, a promise to issue a request for proposals, or a promise by the Government to pay for information received in response to this synopsis or any subsequent synopsis announcing the availability of draft specifications for industry participation and feedback. Establishment of the SSC Industry Website and the issuance of a DRAFT RFP do not restrict the Government as to its ultimate acquisition strategy. This information is subject to modification and in no way binds the Government to award a contract.
