- EPA intends to award a six-month extension to a current contract, EP-D-06-118 with Research Triangle Institute (RTI), Research Triangle Park, NC, on a sole source basis. The current contract was previously competitively awarded and is to expire 3/31/11. A follow-on competitive procurement is in process, however, will not be awarded before EP-D-06-118 expires. The contract is currently in its Option IV period, which includes 10,000 base hours and fifteen (15) 2,000-hour increments. The six-month extension will require an estimated 32,000 hours of additional effort than what was previously negotiated. The program office relies on this contract to provide support for source specific regulatory programs. The source specific regulatory component of the EPA's air toxics program includes the development of technology-based standards for major and area sources residual risk standards, as well as other standards development activities. EPA has completed the last set of MACT standards under section 112(d). These standards regulate emissions primarily from major stationary sources. Section 112(k) requires the development of standards for area sources which account for 90% of the emissions in urban areas of the 33 urban hazardous air pollutants (HAPS) listed in the Integrated Urban Air Toxics Strategy. In addition to developing standards that regulate the emissions of air toxics from stationary sources, the program office is responsible for developing stationary source criteria pollutant standards. Any interruption in this support poses a significant risk of missing statutory and court-ordered deadlines. Many of these deadlines will occur within the next 12 months, which require contractor support well in advance of those deadlines. RTI has been providing support for these programs since Contract EP-D-06-118 was awarded in 2006. They are uniquely qualified to provide the additional six-month effort because timing is critical and no other contractor would acquire the knowledge and expertise pertaining to the regulatory sectors in the time frame that is required. No Request for Proposal is available and this notice of intent is not a request for competitive proposals. All responsible sources may respond by submitting a written narrative statement of capability within 15 days of this notice to Andrew Flynn at flynn.andrew@epa.gov for consideration by the Agency. Responses must include detailed technical information and other technical literature demonstrating the ability to meet these requirements. A determination by the Government not to compete this proposed contract extension based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether competition is viable. If no affirmative responses are received within 15 days of this notice to determine whether a qualified source is more advantageous to the government, the contract with Research Triangle Institute will be extended by a six-month period.
