Description
Justification for Sole Source This is for informational purposes only. The Centers for Disease Control and Prevention (CDC) intends to solicit and negotiate, on a sole source basis, with JAKA Consulting Group of Reston, Virginia to to identify, contact, and secure endorsements from athletes with the intention of improving response rates, particularly among NHANES 12-19 year old male participants. The National Center for Health Statistics (NCHS) has conducted the National Health and Nutrition Examination Survey (NHANES) continuously since 1999. NHANES is conducted by the Division of Health and Nutrition Examination Surveys (DHNES). NHANES surveys individuals in fifteen primary sampling units (e.g., a county) each year. These individuals participate in an extensive questionnaire and physical exam. The study concentrates on physical activity and fitness, diet and nutrition, chemical and environmental exposures, infectious diseases, mental health, oral health, and many other medical conditions. In each county that NHANES visits outreach efforts are made to obtain respondent participation. These include endorsements from well-known individuals and organizations in local government, academia and the allied health fields. However, many respondents are less interested in these endorsements than in endorsements from well-known people such as athletes. For example, in Hispanic HANES (1982-1984), Fernando Valenzuela, then pitcher for the los Angeles Dodgers, gave an endorsement, including his picture on a poster which was used to promote the survey. By all accounts the endorsement was successful in terms of increasing visibility and credibility of the health survey, and was viewed as having positively impacted response. This project will consist of a pilot and an extended phase. The pilot phase (PP) will be conducted in a primary sampling unit (PSU) local to the NCHS Hyattsville office. The outcomes of this effort will be: 1) endorsements from one or more professional athletes, and 2) a qualitative assessment of the ability to get athlete's NHANES endorsements. If NCHS determines the PP to be successful the extended phase will be executed. The purpose of the extended phase (EP) is to identify, contact, and secure endorsements from athletes with the intention of improving response rates, particularly among NHANES 12-19 year old male participants. If the EP is executed, four other PSUs will be identified. Due diligence by the government has shown that JAKA Consulting Group (JCG), a minority owned, self-certified small disadvantaged business is uniquely qualified for this pilot project. JCG President and Chief Executive Officer (CEO), Ken Harvey, is a former National Football League (NFL) player, a past president of the Washington Redskins Football Alumni Association, and is currently the Director of Responsibility for Washington Redskins Football. Consequently, JCG is uniquely able to help NHANES select athletes for endorsements. To accomplish the objectives of this project the government will utilize JCG's knowledge, experience, and relationships to contact and secure athlete's NHANES endorsements. The NAICS Code is 541613. Interested parties may identify their capabilities by responding to this notice or by submitting a response. This is a notice of intent and not a request for proposals. The government believes the services provided by JCG meet the minimum needs of the Government and no other source for these services is known at this time. This procurement will be processed under the authority of FAR 6.302-1. Only one responsible source and no other supplies are services will satisfy agency requirements. Interested persons may identify their interest and capability to respond to the requirement. A determination by the Government not to compete the proposed requirement based on responses to this notice is solely within the discretion of the Government. This notice is not a request for competitive proposals. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Information furnished shall include enough detail information to allow the government to perform a proper evaluation. Respondents will not be notified of the evaluation results. Responses by Facsimile (Fax) will not be accepted. All vendors/prospective contractors must be registered with the Central Contractors Registration (www.ccr.gov) prior to award date. If not registered or active by that date, vendor responses will be considered non-responsive. The receipt of responses shall be within 15 days after date of publication of this synopsis...instead of forty-five days.
