Description
Program Design / Development Consultant The United States Government, represented by the U.S. Agency for International Development (USAID/Uganda), is seeking proposals from highly qualified persons to provide consultancy services in the area of Program Design/Development as described in the attached "Scope of Work". Proposals are due no later than 4.00pm (Uganda - Kampala time) on March 11, 2011. This procurement shall be conducted under full and open competition under which any type ofOrganization (U.S. and Non-U.S. commercial [for profit] firms, educational institutions and non-profit Organizations) / individual is eligible to compete. The procedures set forth in FAR Part 13 shall apply. USAID plans to award a four-month Fixed Price purchase order for the implementation of this activity. Subject to the availability of funds, this project is expected to have a total funding level in the range of $85,000 to $150,000 for the four-month period. Revealing the estimated cost range for the contract does not mean that offerors should necessarily strive to fit costs in this range. Offerors must propose costs that they believe are realistic and reasonable for the work required under this RFP. Cost proposals will be evaluated as part of a best value determination for contract award, including cost effective approaches to achieving the results. If substantive questions are received which affect the response to the solicitation, or if changes are made to the closing date and time, as well as other aspects of the RFP, this solicitation will be amended. Any Amendments to this solicitation will be issued and posted on the website along with the RFP. Offerors are encouraged to check the Fedbizops website (http://www.fbo.gov) periodically. Please note that this letter neither obligates USAID to undertake the proposed activity, nor does it commit USAID to pay any costs incurred in the preparation and submission of the information requested above.
