Description
This is a two part Market Survey/Source Sought: 1) Small business capabilities and 2) PLA Questionnaire (from any offeror interested in submitting an offer under this procurement). Part 1: The Department of Veterans Affairs (VA), Office of Construction and Facilities Management is looking for potential small, bondable, and experienced businesses certified in the following categories: (1) Service Disabled Veteran Owned Small Business (SDVOSB), (2) Veteran Owned Small Business (VOSB), (3) Small Disadvantaged Business (SDB) including 8(a), (4) HUBZone, and (5) Woman Owned Small Business (WOSB) for design-build construction of a new parking structure at the VA San Juan Medical Center, Puerto Rico, Project No. 672-085D. The firm must be a General Construction Firm with an approved NAICS Code 236220, Small Business Size Standard of $33.5 million and a bonding capacity sufficient to bond 100% of the proposed cost to perform this work. The estimated cost for this project is between $20,000,000 and $50,000,000. The project is to Design & Construct a new Parking Structure at the VA San Juan Medical Center, PR. The structure will be located west of the VAMC loading dock & will accommodate approximately 776 vehicles. The proposed structure shall consist of augered concrete piles, cast-in-place post-tensioned concrete beams and slabs, cast-in-place concrete columns and shear walls, seven (7) parking decks, and a pedestrian Sky Bridge connecting with the main hospital. Up to (5) passenger elevators and three (3) stair towers will be provided. Surface parking lot to accommodate approximately 73 parking spaces will be constructed. Street access to the New Parking Structure will be off of Casia Street which will undergo significant improvements. A new access route to the South Bed Tower will be provided for emergency vehicles, service vehicles, and vehicles dropping patients at the Bed Tower main entrance. The design and construction of this project should allow for maintaining full operation of the existing facility during work. A key item to achieve this task is to provide a new entry drive from Tren Urbano San Francisco Station access road at the south end of the campus to maintain access for emergency and service vehicle to the south side of building 1. Design and Construct blast barriers adjacent to existing mission critical facilities (Bulk Oxygen Storage Tanks and Emergency Generator Farm). The design shall be completed in BIM. There are two base bid items and six (6) add alternates as follows: CLIN 001 - Base Bid Item 1 - General Construction; CLIN 002 - Base Bid Item 2 - Physical Security; CLIN 003 - Add Alternate 1 - Fall Deterrent Grilles in all openings; CLIN 004 - Add Alternate 2 - Photo Voltaic Array; CLIN 005 - Add Alternate 3 - Vegetated "Green" Walls; CLIN 006 - Add Alternate 4 - Fall Deterrent Grilles and Stainless Steel Mesh Screening; CLIN 007 - Add Alternate 5 - Parking Space Counters: General at all levels and accessible spaces at levels 1 and 4; CLIN 008 - Add Alternate 6 - Elevators 4 and 5. This is a Market Survey and if you are a Small business contractor having the skills and capabilities necessary to perform the stated requirements including the NAICS code and size standard for small business you are invited to provide information to contribute to this market survey/sources sought. Responses should include detail information on the following: 1.Company Name, 2. Address, 3. Point of Contact, 4. Phone number and e-mail address, 5. Construction experience of similar projects in size and complexity. Part 2: This survey is regarding the use of a Project Labor Agreement (PLA) for this entitled, "Inpatient/Outpatient Improvements." PLA is defined as a pre-hire collective bargaining agreement with one or more labor organizations that establishes the terms and conditions of employment for a specific construction project and is an agreement described in 29 U.S.C. 158(f). Federal Acquisition Regulation (FAR) Policy: (a) Project Labor Agreement (PLA) is a tool that agencies may use to promote economy and efficiency in Federal procurement. Pursuant to Executive Order 13502, agencies are encouraged to consider requiring the use of project labor agreements in connection with large-scale construction projects. (b) An agency may, if appropriate, require that every contractor and subcontractor engaged in construction on the project agree, for that project, to negotiate or become a party to a project labor agreement with one or more labor organizations if the agency decides that the use of project labor agreements will- (1) Advance the Federal Government's interest in achieving economy and efficiency in Federal procurement, producing labor-management stability, and ensuring compliance with laws and regulations governing safety and health, equal employment opportunity, labor and employment standards, and other matters; and (2) Be consistent with law.
