Description
The Marine Corps Systems Command, Program Manager for Ammunition desires the acquisition of the following four (4) Pyrotechnic Non-developmental, System Safety Certified, and Energetic Qualified Cartridges: DODIC: LA44 NOMENCLATURE: Cartridge, Simulator Signal and Illumination White Star GF 1.5 NSN: 1370-01-524-4118 The Cartridge, Simulator Signal and Illumination White Star GF 1.5 (DODIC LA44) produces the flash/bang/stars simulating impact/strike/hit of a round on an armored target. The cartridge emits 8 to 12 white burning stars. It has a 3000 meter visibility and a 110 db maximum sound level at 6 meters. DODIC: LA45 NOMENCLATURE: Cartridge, Simulator Airburst GF 1.5 NSN: 1370-01-524-4790 The Cartridge, Simulator Airburst GF 1.5 (DODIC LA45) produces a whistle, flash, bang, and smoke signature which simulates indirect artillery fire. It has a 3000 meter infrared visibility and a 140 db maximum sound level at 6 meters. DODIC: LA46 NOMENCLATURE: Cartridge, Simulator Hostile Fire GF 1.5 NSN: 1370-01-524-6190 The Cartridge, Simulator Hostile Fire GF 1.5 (DODIC LA46) produces an orange flash and white smoke simulating large caliber gunfire. It has an 1800 meter visibility with the naked eye. It has a 3000 meter visibility and a 140 db maximum sound level at 6 meters. DODIC: LA47 NOMENCLATURE: Cartridge, Simulator AT Guided Missile Stinger GF 1.5 NSN: 1370-01-524-6194 The Cartridge, Simulator AT Guided Missile Stinger GF 1.5 (DODIC LA47) it simulates firing an RPG and produces a 1 Meter Missile Plume Tail. It has a 3000 meter visibility with a 120 db maximum sound level at 6 meters. OMEGA 36/B2 Cartridges as listed above are initiated using (to date) only the OMEGA 36 Firing Device. Interested parties must meet the following: 1) All U. S. environmental restrictions; 2) Have the capability to meet all U. S. Government and Military CONUS / OCONUS storage requirements/restrictions normally imposed on storage of similar munitions; 3) Have existing production tooling/line capable of producing approximately 10,000 Cartridges, any/all types, per month after initial start up; 4) Have the technical expertise and facilities to conduct standard First Article Acceptance Testing and Lot Acceptance Testing prior to delivery; and 5) Must follow all U.S. DOT transportation regulations and not alter the transportation requirements of any vehicle that carries said item. The OMEGA 36/B2 Cartridges must have the capability to function with no degradation under environmental conditions of hot, cold, and ambient temperatures when fired. The North American Industry Classification (NAICS) Code is 332993. All contractors who provide goods/services to the DoD must be registered in the Central Contractor Register (CCR). Any forthcoming solicitation will require online certifications and representations (ORCA), http://orca.bpn.gov. Failure to comply with ORCA registration may make the offeror ineligible for award. Interested parties may identify their interest and capability to meet the requirements by submitting a white paper, technical data for the item, and their capability to provide test units upon request, no later than 30 March 2011, to Commander, Marine Corps Systems Command, Attn: Code PMM 2041, 2200 Lester St., Quantico, VA 22134. Questions may be submitted in writing via email to the point of contact for this Notice, Tammy Faulkner, tammy.faulkner@usmc.mil. The cutoff for questions will be 4:00 PM EDT, 22 March 2011. No telephone calls will be accepted. This Sources Sought Notice is the initiation of market research under Part 10 of the Federal Acquisition Regulation (FAR), and is not a Request for Proposals (RFP). No solicitation document exists at this time. Issuance of this notice does not constitute any obligation on the part of the Government to procure these items or to issue a solicitation. In addition, the Government is under no obligation to pay for information submitted in response to this Souces Sought Notice, and responses to this notice cannot be accepted as offers. Any information that the vendor considers proprietary should be clearly marked as such. Responses to this Sources Sought Notice that indicate that the information therein is proprietary or represents confidential business information will be received and held in confidence for U.S. Government use only.
