- Request For Information This is a special notice open to U.S. industry requesting information on developing an analysis framework for hybrid and lighter than air (LTA) configurations. Hybrid and LTA aircraft could potentially provide capability improvements in the area of mobility. These vehicles could be designed for low or high altitudes, although sustained high altitude flight has been challenging to achieve. The models could be empirically based or physics based, depending on the amount of data and relevance to the configuration being analyzed. There is a limited historical database for very large airships, and not many exist today, so model validation for certain configurations may be challenging. AFRL is interested in using the model to map technology impacts to key variables, many of which will be outlined in the model components section. AFRL is interested in a framework that utilizes a modular approach, which will allow AFRL to choose which components of the model operate, and replace or upgrade components to vary fidelity or check different methods. A modular approach to building this framework will give it the ability to grow and evolve with future development. The following are notional analysis components. This list is not expected to be all-inclusive, and arrangement of components may vary depending on the modeling approach. Aerodynamics - Loads, lift: buoyant and dynamic, drag, side force, moments Structures - Weights, loads, stresses and strains, material properties Propulsion - Power, variation with speed and altitude Stability and Control - Trim, control power required, distributed propulsion Subsystems -Masses (gases, structure, virtual), inertias, power, size; Landing gear / cushions, gas management Payloads - Cargo or sensors Mission sizing and performance - Mission profile, hover, payload onload / offload, weight control, atmospheric modeling This notice is not to be construed as any type of request for proposal. The Government does not intend to award a contract on the basis of this request or to otherwise pay for the information solicited except as an allowable cost under other contracts as provided in subpart 31.205-18, Independent Research and Development and Bid and Proposal Costs, of the Federal Acquisition Regulation (FAR). Any responses received will not be used as a proposal.
