Description
The Naval Medical Logistics Command intends to negotiate on a sole source basis (IAW FAR 13.106-1(b)(1)). The proposed source is Maquet Cardiovascular, 45 Barbour Pond Drive, Wayne, NJ, 07470-2094. The proposed action is for an intra-aortic balloon pump. NMC San Diego has a requirement for an intra-aortic balloon pump. The system shall be designed for use in the treatment and support of cardiac conditions such as unstable angina and recovery from myocardial infarction and shall be suitable for use on both adult and pediatric patients. The system shall be compatible with catheters sized for pediatric patients. The system shall consist of a control console and a pneumatic pump for inflation and deflation of the balloon catheter. The system shall be capable of automatic timing for balloon inflation and deflation based on various parameters including electrocardiogram (ECG), R-wave, pacemaker atrial or ventricular spikes, and internal intra-aortic balloon pump settings. The system shall have alarm conditions including but not limited to: pressure loss, vacuum loss, disconnect, balloon catheter leak, and low battery. The system shall be compatible with the installed base of intra-aortic balloon pumps currently in place at NMC San Diego. The electrical requirements are 120V, 60Hz, single phase. This acquisition is being conducted under simplified acquisition procedures FAR 13. There are no set-aside restrictions for this requirement. The intended procurement will be classified under North America Industry Classification System (NAICS) 339112 with a small business size standard of 500. This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement. However, parties interested in responding to this notice will need to submit technical data sufficient to determine capability in providing the same product. All capability statements received by the closing date of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Capability statements shall be submitted by email only as a MS Word or Adobe PDF attachment to Derek Bell at derek.bell@med.navy.mil. Statements are due not later than 4:00 PM. EST on 15 Mar 2011.
