- PERFORMNACE WORK STATEMENT NATIONAL GROUND INTELLIGENCE CENTER ABERDEEN PROVING GROUND AMMUNITION PROCESSING TECHNICIAN SUPPORT CONTRACT PART 1: GENERAL INFORMATION 1. GENERAL: This is a non-personnel services contract to provide Ammunition Processing Technician services to support the National Ground Intelligence Center, at Aberdeen Proving Ground, Maryland. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the contractor who, in turn is responsible to the Government. 1.1 Description of Services/Introduction: The contractor shall provide all personnel, personal protective equipment, transportation, supervision, and other items and non-personal services necessary to perform Ammunition Processing Technician services as defined in this Performance Work Statement except for those items specified as government finished property and services. The contractor shall perform to the standards of this contract. 1.2 Background: The Materiel Operations Division, Logistics Branch, at Aberdeen Proving Ground serves as the National Ground Intelligence Center's depot for foreign ammunitions. 1.3 Objective: The contractor is responsible for handling, processing, storing, packing, transporting, and shipping all foreign ammunition and explosives under the Foreign Materiel Program. These duties are to be performed in a manner to allow maximum utilization of material, equipment, and storage space. The contractor must, at all times, maintain an adequate work force for the uninterrupted performance of all tasks defined within this performance work statement. The stability and continuity of the workforce is essential. 1.4 Scope: Services include on-site support to the National Ground Intelligence Center's Materiel Operations Division at Aberdeen Proving Ground for the handing, storage, and transportation of foreign ammunition and explosives. This service will include both administrative duties and physical labor. The contractor shall provide support in the areas of ammunition handler, warehouseman, and explosives truck or forklift operator. Occasional off-site support is required to transport ammunitions and explosives to and from Aberdeen Proving Ground, Maryland. 1.5 Period of Performance: The period of performance shall be for one (1) Base Year of 12 months and four (4) 12-month option years. 1.6 Place of Performance and Hours of Operation: 1.6.1 The work to be performed under this contract will be performed at Aberdeen Proving Ground, in Aberdeen, Maryland. Occasionally off-site support may be required at Letterkenny Army Depot, in Chambersburg, Pennsylvania and at Dover Air Force Base, in Dover, Delaware. 1.6.2 The contractor is responsible for conducting business, between the hours of 07:00 AM -05:00 PM Monday through Friday, except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings. The Contractor must at all times maintain an adequate workforce for the uninterrupted performance of all tasks defined within this PWS when the Government facility is not closed for the above reasons. When hiring personnel, the Contractor shall keep in mind that the stability and continuity of the workforce are essential. 1.7 Type of Contract: The Government anticipates award of a firm fixed price type contract to include labor, other direct costs, and anticipated travel. 1.8 Security Requirements: The contractor, or any subcontractor(s), must possess a SECRET level Contractor Facility Clearance at the time of the proposal submission, and must maintain this level of security for the life of the contract. All contractor personnel performing work under this contract must have a SECRET level clearance at the time of contract award. The contractor is responsible for obtaining and maintaining all necessary security clearances for contractor personnel throughout the duration of the contract. The security requirements are in accordance with the attached DD Form 254, Contract Security Classification Specification. 1.8.1 The contractor shall be responsible for safeguarding all government equipment and property provided for contractor use. At the close of each work period, government facilities, equipment and materials shall be secured. 1.8.2 The Contractor shall establish and implement methods of making sure all identification badges issued to the Contractor by the Government are not lost or misplaced and are not used to unauthorized persons. The Contractor shall develop procedures to ensure the accountability of identification badges in the Quality Control Plan. Such procedures shall include turn-in of any issued identification badges by personnel who no longer require access to designated areas. No identification badges issued to the Contractor by the Government shall be duplicated. The Contractor shall immediately report any occurrence of lost or duplicate identification badges to the Contracting Officer Representative (COR). In the event of lost or duplicate identification badges, replacement will be provided by the Government, however, the total cost of the replacement may be deducted from the monthly payment due the Contractor. The Contractor shall prohibit the use of Government issued identification badges by any persons other than the Contractor's employees. The Contractor shall prohibit the opening of access controlled areas by Contractor employees to permit entrance of persons other than Contractor employees engaged in the performance of assigned work in those areas, or personnel authorized entrance by the Contracting Officer. 1.9 Special Qualifications: The contractor is responsible for ensuring all employees possess and maintain current Ammunition Certification Level I in accordance with Army Materiel Command (AMC) Regulation 350-4 and Aberdeen Test Center (ATC) Regulation 350-8 and a Hazardous Waste Operations and Emergency Repose (HAZWOPER) Certification in accordance with OSHA 29 CFR 1910.210 regulations. Contractor employees must possess and maintain a valid Class C Commercial Drivers License with a hazardous material endorsement. 1.10 Contractor Travel: The Government anticipates one trip per quarter, for the duration of six (6) days, requiring two (2) contractor employees, to Letterkenny Army Depot, in Chambersburg, Pennsylvania. The Government anticipates six (6) trips, during the hours of operation - no lodging required, requiring one (1) contractor employee to Dover Air Force Base, in Dover, Delaware. Contractor personnel are not authorized to ride in government owned vehicles nor government rental vehicles with Government personnel to these locations. 1.11 Quality Control: 1.11.1 The contractor shall develop and maintain an effective quality control program to ensure services are performed in accordance with this Performance Work Statement. The contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. The Quality Control Plan is the means by which the contractor assures the work complies with the requirement of the contract. 1.11.2 The contractor shall develop and submit a Contractor Quality Control Plan (QCP) for government approval. Upon award of the contract, the Contracting Officer Representative shall provide the contractor will any proposed modifications and input for the contractor's final Quality Control Plan. After acceptance of the Quality Control Plan by the government, the contractor shall receive the Contracting Officer's acceptance in writing of any proposed changes. The contractor shall review and update the Quality Control Plan and submit it for approval of changes if necessary sixty (60) days prior the beginning of each option period. 1.11.3 The contractor shall develop performance objectives, standards, thresholds, and methods of surveillance based on the requirements outlined in this Performance Work Statement. Performance objectives should relate directly to mission essential items. Performance standards (e.g., timeliness or quality levels) determine how a performance objective should be measured. The performance thresholds (also known as Acceptable Quality Levels (AQL) should briefly describe the minimum acceptable levels of service required for each performance objective. These thresholds are critical to mission success. See Attachment 3 for a Performance Requirements Summary sample format. 1.11.4 The contractor shall ensure that the contracts performance standards are reflected in any subcontracts and that the Contractor's Quality Control Plan includes surveillance of subcontract performance to the same extent as that required for contractor performance. 1.11.5 The government will evaluate the contractor's performance under this contract in accordance with the Government's Quality Assurance Surveillance Plan. This plan is primarily focused on what the Government must do to ensure that the contractor has performed in accordance with the performance standards. 1.11.6 The contractor shall propose a performance assessment document which details how contractor performance will be evaluated. This assessment document will be completed by government personnel on a bi-weekly basis to document contractor performance. 1.12 Phase In/Phase Out Period: To minimize any decrease in productivity and to prevent possible negative impacts on additional services, the Contractor shall have personnel on board during the thirty (30) day phase in/phase out period. During the phase in period, the Contractor shall become familiar with performance requirements in order to commence full performance of services on the contract start date. 1.13 Post Award Conference/Period Progress Meetings: The Contractor agrees to attend any post award conference convened by the contracting activity in accordance with Federal Acquisition Regulation Subpart 42.5 The contracting officer, Contracting Officers Representative, and other Government personnel, as appropriate, may meet periodically with the contractor to review the contractor's performance. At these meetings the contracting officer will apprise the contractor of how the government views the contractor's performance and the contractor will apprise the Government of problems, if any, being experienced. Appropriate action shall be taken to resolve outstanding issues. These meetings shall be at no additional cost to the government. 1.14 Contracting Officer Representative (COR): The COR will be identified by separate letter. The COR monitors all technical aspects of the contract and assists in contract administration The COR is authorized to perform the following functions: assure that the Contractor performs the technical requirements of the contract: perform inspections necessary in connection with contract performance: maintain written and oral communications with the Contractor concerning technical aspects of the contract: issue written interpretations of technical requirements, including Government drawings, designs, specifications: monitor Contractor's performance and notifies both the Contracting Officer and Contractor of any deficiencies; coordinate availability of government furnished property, and provide site entry of Contractor personnel. A letter of designation issued to the COR, a copy of which is sent to the Contractor, states the responsibilities and limitations of the COR, especially with regard to changes in cost or price, estimates or changes in delivery dates. The COR is not authorized to change any of the terms and conditions of the resulting contract. 1.15 Key Personnel: Key Personnel are defined as contractor personnel that are evaluated in a source selection process and that may be required to be used in the performance of a contract. The follow personnel are considered key personnel by the government: Contract Manager/Alternate Contract Manger and onsite Team Leader. The contractor shall provide a contract manager who shall be responsible for the performance of the work. The name of this person and an alternate who shall act for the contractor when the manager is absent shall be designated in writing to the contracting officer. The contract manager or alternate shall have full authority to act for the contractor on all contract matters relating to daily operation of this contract. The contract manager or alternate shall be available between 08:00 AM and 4:00 PM Monday thru Friday except Federal holidays or when the government facility is closed for administrative reasons. PART 2: GOVERNMENT FURNISHED PROPERTY, EQUIPMENT, AND SERVICES 2. GOVERNEMNT FURNISHED ITEMS AND SERVICES: The Government will furnish, for official business only and at no cost to the Contractor, the items of Government property listed below. The Contractor shall take all responsible precautions, as directed by the Government or in absence of such direction, in accordance with sound industrial practices, to safeguard and protect Government property in their possession (e.g. access control devices and lock combinations). The contractor shall be responsible for safeguarding all government property provided for contractor use. At the close of each work period, Government facilities, equipment, and materials shall be secured. Use of Government equipment is limited to the direct performance of the duties as described herein. The Government will provide the following: 2.1 Services: The Government will provide Occupational Health Services if injured during work hours. 2.2 Facilities: The Government will provide the necessary workspace for the contractor staff to provide the support outlined in the Performance Work Statement to include desk space, telephones, computers, and other items necessary to maintain an office environment. 2.3 Utilities: All utilities in the facility will be available for the contractor's use in performance of tasks outlined in this Performance Work Statement. The Contractor shall instruct employees in utilities conservation practices. The contractor shall be responsible for operating under conditions that preclude the waste of utilities, which include turning off the water faucets or valves after using the required amount to accomplish cleaning vehicles and equipment. 2.4 Equipment: The Government will provide the necessary tools and vehicles to perform the tasks outlined in the Performance Work Statement. 2.5 Training: In order to meet the training requirements specified in the U.S. Army Materiel Command (AMC) Regulation 350-4 and the U.S. Army Aberdeen Test Center (ATC) Regulation 350-8, the Government will provide an AKO account sponsorship and authorization for training for Contractor employees performing under this contract. PART 3: CONTRACTOR FURNISHED ITEMS AND SERVICES 3. CONTRACTOR FURNISHED ITEMS AND SERVICES: The Contractor shall furnish all supplies, equipment, facilities and services required to perform work under this contract that are not listed under Section 2. 3.1 Secret Facility Clearance: The contractor shall possess and maintain a SECRET facility clearance from the Defense Security Service. The Contractor's employees, performing work in support of this contract shall have been granted a SECRET security clearance from the Defense Industrial Security Clearance Office. The DD 254 is provided as Attachment 1. 3.2 Equipment: The contractor shall provide any personal protective equipment necessary to meet the requirements of the Performance Work Statement to Contractor employees performing work in support of this contract. 3.3 Training: The contractor shall provide training support (i.e. course fees, travel expenses, etc.) to Contractor employees performing work under this contract. After contract award, Contractor personnel can obtain training required by AMC-Regulation 350-4 and ATC-Regulation 350-8, through courses provided by the U.S. Army Defense Ammunition Center (DAC). For courses provided by the DAC, contractor personnel are required to have an "Authorization for Contractors to Attend Training" form signed by the government and pay a tuition fee for each course. The contractor shall also provide support to Contractor employees to obtain a Hazardous Waste Operations and Emergency Response (HAZWOPER) Certification, unless the employee currently possesses such certification. 3.4 Licenses: The contractor shall also provide support to Contractor employees to obtain a Class C Commercial Drivers License with a HAZMAT endorsement, unless the employee currently possesses such license. PART 4: SPECIFIC TASKS 4. SPECIFIC TASKS: The contractor shall furnish all required labor necessary to provide the services specified herein. 4.1 Basic Services: The contractor will be responsible for performing tasks associated with the accountability, security, inventory, record-keeping, receipt, shipment, warehousing, care, and protection of all ammunition and explosives to include all hazardous waste munitions associated with the Army Foreign Materiel Program. 4.1.1. Personnel: Contractor personnel shall have five (5) years applicable experience working with ammunition and explosives, must possess or be eligible to receive a valid Class C Commercial Drivers License with a Hazardous Material endorsement, and must possess or be available for training to receive a Hazardous Waste Operations and Emergency Response (HAZWOPER) Certification. 4.1.2 Training: Contractor personnel are required to obtain Ammunition Certification Level I in accordance with Aberdeen Test Center (ATC) Regulation 350-8 within six (6) months of contract award. Additionally, contractor personnel are required to complete courses in accordance with the U.S. Army Materiel Command (AMC) Regulation 350-4 for positions including the duties "Ammo Handler/Warehouseman, Explosives Truck or Forklift Operator" and "Contractor Explosives Operator." Contractor personnel are also required to take the course "HAZMAT Familiarization and Safety in Transportation" (AMMO-67). These courses are available through the U.S. Army Defense Ammunition Center (DAC) with government approval; however the cost of this training should be included in the contractor's proposal. 4.2 Tasks: 4.2.1 Administrative Functions: Contractor personnel are responsible for record-keeping and documentation required for receipt, inventory, transfer, and shipment of ammunitions. Ammunition accountability shall be maintained by utilizing the government's database and magazine data cards. Contractor will be required to process receipts of Class V ammunition and handle any issues, discrepancies, or urgencies that may arise. 4.2.2 Ammunition Receipt: Contractor shall ensure material is of the correct type and quantity upon receipt. Prepare items for temporary storage, including the care, preservation, packing, crating, and stenciling of containers. 4.2.3 Ammunition Storage: All assets are to be properly warehoused, preserved, and stored in accordance with Department of Defense directives. Contractor personnel are responsible for ensuring items being placed into storage are compatible with other items already in storage and for verifying the Net Explosive Weight is not exceeded for the storage facility. 4.2.4 Ammunition Handling: Contractor personnel shall ensure the proper procedures are used for sensitive, classified, radioactive, hazardous, reactive, and flammable materials. Turn-in documents shall be processed promptly to allow maximum utilization of available storage space. 4.2.5 Ammunition Inventory: The contractor shall perform physical inventories of ammunition assets, including handling of unpackaged ammunition and explosives, with the government inventory crew. Contractor personnel are responsible for verifying physical inventories match the database and magazine data card and ensuring all discrepancies are reported to the government Plant Supervisor/Team Leader. Contractor personnel shall assist in any causative research to reconcile reported discrepancies. 4.2.6 Ammunition Packaging and Transportation: For all on-post movement the contractor shall ensure all ammunition is properly packaged, blocked, and braced. Contractor is responsible for preparing all the necessary transfer documents. For all off-post movement, the contractor shall ensure ammunition is properly packaged for shipment in accordance with Department of Transportation directives. Contractor is responsible for establishing a chain of custody for all ammunition and explosives issued from the government storage facility. All required documentation shall be provided to the U.S. Army Garrison, Directorate of Logistics. Packaging and shipping documentation must be accomplished in accordance with Department of Transportation directives. 4.3 Contractor Management Reporting (CMR): The Office of the Assistant Secretary of the Army (Manpower & Reserve Affairs) operates and maintains a secure Army data collection site where the Contractor shall report ALL Contractor manpower (including subcontractor manpower) required for performance of this contract. The Contractor shall completely fill in all the information in the format using the following web address https://Contractormanpower.army.pentagon.mil. The required information includes: (1) Contracting Office, Contracting Officer, Contracting Officer's Technical Representative (COTR) or also know as the Contracting Officer's Representative (COR); (2) Contract number, including task and delivery order number; (3) Beginning and ending dates covered by reporting period; (4) Contractor's name, address, phone number, e-mail address, identity of Contractor employee entering data; (5) Estimated direct labor hours (including sub-Contractors); (6) Estimated direct labor dollars paid this reporting period (including sub-Contractors); (7) Total payments (including sub-Contractors); (8) Predominant Federal Service Code (FSC) reflecting services provided by Contractor (and separate predominant FSC for each sub-Contractor if different); (9) Estimated data collection cost; (10) Organizational title associated with the Unit Identification Code (UIC) for the Army Requiring Activity (the Army Requiring Activity is responsible for providing the Contractor with its UIC for the purposes of reporting this information); (11) Locations where Contractor and sub-Contractors perform the work (specified by zip code in the United States and nearest city, country, when in an overseas location, using standardized nomenclature provided on website); (12) Presence of deployment or contingency contract language; and (13) Number of Contractor and sub-Contractor employees deployed in theater this reporting period (by country). As part of its submission, the Contractor shall provide the estimated total cost (if any) incurred to comply with this reporting requirement. Reporting period shall be the period of performance not to exceed 12 months ending September 30 of each government fiscal year and must be reported by 31 October of each calendar year. Contractors may use a direct XML data transfer to the database server or fill in the fields on the website. The XML direct transfer is a format for transferring files from a Contractor's system to the secure website without the need for separate data entries for each required data element at the website. The specific formats for the XML direct transfer may be downloaded from the website. PART 5: APPLICABLE PUBLICATIONS 5.
