Description
PSC Vacancy Announcement - Senior MNCH clinical & Quality Care Advisor. STATEMENT OF WORK A. General The incumbent will provide leadership and manage and coordinate health and nutrition activities for USAID's investments in Tanzania. The incumbent will be required to support activities across the health portfolio and integrate programming with the HIV/AIDS and Natural Resource Management Teams (NRM). His/her primary duties will be to lead, manage and coordinate multiple clinical service delivery activities in the health portfolio including maternal and child health services, infectious diseases, child survival, and nutrition and work with the reproductive health (RH) sub-team on RH and family planning (FP). S/he will be charged with ensuring that the clinical services components that are designed and implemented in the health program take into account improved quality of care and strengthen areas of synergies and linkages that exist between the elements of Health and other Mission teams (HIV, NRM, etc.). S/he will incorporate the Agency's five core values in all aspects of his/her work. These core values are: (1) customer focus, (2) managing for results, (3) empowerment and accountability, (4) teamwork and participation, and (5) valuing diversity. Health Office activities are managed by a eleven-person team consisting of two US Direct Hires, two administrative and financial support staff, six technical staff and one Development Leadership Initiative team member. The Health Office is the second largest of USAID/Tanzania's Strategic Teams and collaborates closely with the HIV/AIDS Office, which is managed by a team 21 technical and administrative staff. In addition, as part of the United States Government (USG) Mission's new strategy for Feed the Future, the Health SO is actively developing collaboration with Natural Resources Management Office. USAID/ Tanzania budget for health has been growing over the last several years and is estimated to be USD 112 Million, including 15 million for nutrition under FTF. Under direct supervision from the Health Team Leader, the Senior Advisor will work closely with the HIV/AIDS team as well as the Malaria, Reproductive and NRM teams in linking services and leveraging funding to prevent stove piping or duplicative services as well as provide a larger picture view for planning. A key objective for the position is to promote better integration and linkages between maternal health, child health, family planning and HIV services at the facility level, community-based platforms, and within health systems. The Senior Advisor will work to strengthen programmatic efforts to reduce excess maternal and child mortality through various approaches, including improving multi-directional integration of MNCH with HIV and FP, increasing rates of facility-based deliveries, increasing access to high quality postpartum-care and postnatal care, improving the quality of pre and in service training and supportive supervision, and addressing underlying factors such as over fecundity, anemia and malnutrition that predispose women and children to high rates of morbidity and mortality. S/he will further serve as a Contracting Officer's Technical Representative (COTR) or Agreement Representative (AOTR) managing major partners that cut across the maternal and child health spectrum. S/he will be an integral part of the HPO team that seeks to improve the health status of Tanzanian families and to strengthen maternal & child health, and family planning services. His/her representation on the PEPFAR technical working group for PMTCT will be imperative in advocating for issues that operate both in and outside of HIV/AIDS specific interventions. Ultimately, this position provides the opportunity for USAID to move forward strategically in the broader health sector under the new Global Health Initiative.
