Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format prescribed in Subpart 12.6 of the Federal Acquisition Regulation (FAR), as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is N40442-11-T-1013, and it is being issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-48, effective 30 DEC 2010. NAICS code 811310 applies.. Military Sealift Fleet Support Command (MSFSC), Virginia Beach, VA intends to award a firm fixed price purchase order for the USNS NAVAJO. Original equipment manufacturer (OEM) parts are EMD Certified Main Propulsion Diesel Engines required. Any offer for other than OEM parts will not be considered. The following parts are required for EMD/FALK Certified Field Tech Rep end item application: The requested period of performance for the below service is 04 - 24 March 2011. Clutch assembly not always fully disengaging. 1.6 Open and Inspect Port and Starboard Main Engine Jacket Water coolers. 1.7 Open and Inspect Port and Starboard Main Engine Lube Oil coolers. 1.8 Perform Operational test of Three (3) Ship's Service Diesel Generators, Detroit V671. Note: 1) Two (2) copies of all reports are to be handed over to MSCREP. One copy to Chief Engineer and one copy to Port Engineer. 2) Regulatory bodies require that this maintenance is conducted by OEM Certified Field Service Technicians. All services require full condition reports, including Dates and Names of technicians, in certificate form or at minimum with OEM Company Name in the Header. 1.1 Two Main Propulsion Diesel Engines, EMD Model 645 are due for 12000 hours maintenance, (Air Box / Crank Case Inspection). 1.1.1 Tag Out Engines - Ships force to assist. 1.1.2 Conduct the following: a. Air box and lower end inspection. b. Inspect top end and reset injector timing and rack c. Inspect fuel lines for leaks. d. Inspect engine for water leaks e. Inspect exhaust/turbo screen f. Inspect turbo diffuser g. Inspect exhaust base flanges for tightness i. Visually examine reduction gear for wear j. Assist contractors in overhaul of ME LO/JW Coolers and S/W Pumps. k. Test, adjust, and or replace all safety pressure devices currently installed on Main Engines Items include: (note: some of these items may have been disconnected due to the beach panel install) HOS - LO Temp switch 220 Deg F, 210 Reset ETS - J/W Temp Switch 208 Deg F, 198 Reset TOS - Turbo Low LO Switch 10psi rising, 7psi falling OPS - Oil Pressure Switch, 21 psi rising, 17 psi falling (Starter interlock) CAS - Low Clutch Air - 125 psi LOS - Low Oil Pressure - 26 psi above 475 rpm, 10 psi at idle LOS time delay - 35-60 seconds FVS - High Filter restriction - 7" in H20 CPS - Crankcase High Pressure -.8-1.8" in H20 l. Conduct ABS inspection on Port and Stbd Line shaft bearings. Take wear down/clearance readings. Note: Replace Port shaft bearing aft seal. m. Test/adjust ME overspeeds. n. Conduct ABS inspection on starboard turbocharger 1.1.3 Provide ship with 2 copies of service report. 1.2 Two Main Propulsion Diesel Engines require that the Attached Salt water Pumps be Overhauled. 1.2.1 Tag out S/W Pumps - Ships force to assist 1.2.2 Remove/rig pumps and piping - Ship to shore. Hard blank s/w inlets to prevent flooding. 1.2.3 Overhaul S/W pumps, at a minimum conduct the following: a. Change Bearings b. Check shaft for straightness c. Replace mechanical seals d. Replace copper sealing lines and fittings w/ new. e. Replace casing gaskets, oil seals, and all o-rings f. Measure impeller clearances. Write up as found if wearing rings require replacement or additional repairs required. Note: ABS will be involved with the inspection process. 1.2.4 Sand blast pump externals, belt guard and piping, paint with two coats of Ameron 5105, Pear grey 1.2.5 Reassemble and install pump with new pipe gaskets. 1.2.6 Reassemble belt drive, drive guard and adjust belt tension to 20-24 lbs @ 5/16 deflection (top tensioner to pump pulley) 1.2.7 Test Op Pump, repair any leaks, paint distributed areas during rigging. 1.2.8 Provide ship with 2 copies of service/overhaul report. 1.3.0 Open and inspect Port and Starboard Line shaft Bearings and Shafting. 1.3.1 Verify proper tagout procedures with ship's Chief Engineer. 1.3.2 Open and remove the top bearing casing half. 1.3.3 Roll out bearing halves and inspect for wear. 1.3.4 Inspection of shafting and bearing shall be conducted in the presence of the ABS surveyor and Chief Engineer. 1.3.5 Reinstall bearings, and cover using new felt seals as required. 1.4.0 Open and inspect turbocharger. 1.4.1 Open and inspect the starboard Main Engine Turbocharger. 1.4.2 Inspect turbocharger with Chief engineer and ABS Surveyor present. 1.4.3 Record and document all readings, conditions and recommendations. 1.4.4 Re-assemble all areas disturbed during the open and inspection. 1.4.5 Provide two copies of reports to MSCREP. 1.5.0 Inspect Starboard Main Engine Clutch assembly. Clutch assembly not always fully disengaging. 1.5.1 Due to periodic "hanging up" of the clutching components, contractor to open and inspect the shoes, backing plates and rubber boots. 1.5.2 Contractor to procure and install new rubber boots while clutch is open. Two (2) boots are required. 1.5.3 Inspection of clutch and installation of new boots to be witnessed by Chief Engineer and ABS Surveyor. 1.5.4 Document all notes, conditions and recommendations. 1.5.5 Test operate the engine to verify proper engaging and disengaging of the clutch assembly. 1.5.6 Provide two copies of reports to MSCREP 1.6.0 Open and Inspect Port and Starboard Main Engine Jacket Water coolers. 1. 6.1 Verify proper tagout procedures with ship's Chief Engineer. 1.6.2 Coordinate with ships force, proper drainage and disposal of Jacket Water / Salt Water. 1.6.3 Open and inspect Coolers, perform hydro if necessary, Chief Engineer and ABS Surveyor to witness. 1.6.4 Document all notes, conditions and recommendations. 1.6.5 Provide two copies of reports to MSCREP. 1.7.0 Open and Inspect Port and Starboard Main Engine Lube Oil coolers. 1.7.1 Verify proper tagout procedures with ship's Chief Engineer. 1.7.2 Coordinate with ships force, proper drainage and disposal of Jacket Water / Lube Oil. 1.7.3 Open and inspect Coolers, perform hydro if necessary, Chief Engineer and ABS Surveyor to witness. 1.7.4 Document all notes, conditions and recommendations. 1.7.5 Provide two copies of reports to MSCREP. 1.8.0 Perform Operational test of Three (3) Ship's Service Diesel Generators, Detroit V671. 1.8.1 Inspect and make minor adjustments to 3 ship's service diesel generators. 1.8.2 Test run the generators and provide condition report of findings to Chief engineer and Port engineer. 1.8.3 Engine parts required will be handled by condition report / RFP and or provided as GFM. 1.8.4 Make minor repairs to generators to allow for full operational testing. 1.8.5 After Satisfactory running of the generators, perform operational test of the generators to be witnessed by Chief engineer and ABS Surveyor. 1.8.6 Provide certification report of final operational testing of three generators.
