Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information as included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; OFFERS ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. The solicitation for this acquisition is #W912DQ-11-R-1013 and is being advertised as a REQUEST FOR PROPOSALS (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-49. This RFP shall be set aside 100% for small business, and the associated NAICS code for this project is 561720. The business size standard is $16,500,000.00. The evaluation criteria to be used for this RFP are PAST PERFORMANCE, EXPERIENCE, and PRICE. Offerors must either be registered in ORCA (https://orca.bpn.gov/), or else must submit a completed Offeror Representations and Certifications - Commercial Items (FAR 52.212-3) with your offer. FAR 52.212-1, Instructions to Offerors, does apply to this solicitation with no addenda to the provision. FAR 52.212-2. Evaluation - Commercial Items, does apply to this acquisition with no addenda to the provision. FAR 52.212-4, Contract Terms & Conditions, applies to this solicitaiton with no addenda to the provision. FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercil Items, applies to this acquisition. The specific clauses required are detailed in Section I of this combind synopsis/solicitation JANITORIAL SERVICES AT STOCKTON POWER PLANT The Contractor shall provide all personnel, labor, material, supplies, equipment, vehicles, supervision, and other items and services necessary to perform janitorial services at Stockton Missouri Power Plant, to maintain the facilities listed withing the Performance Work Statement in a clean and orderly condition, in accordance with general commercial janitorial practices; and shall adhere to all local, state, and federal regulations, including SCA Wage Determination #2005-2311, Revision #11, dated 17 September 2010. PARTIES INTERESTED IN RESPONDING TO THIS RFP MUST SUBMIT THEIR OFFER ON THE ATTACHED COMBINED SYNOPSIS/SOLICITATION. Award will be made to the offeror who is deemed responsible in accordance with FAR 9.1 and whose offer conforms to this RFP and is determined to be the overall most advantageous to the Government, price and other factors considered (best value). The Government is more concerned with other factors than with awarding to the low offeror. Offers to this RFP will be evaluated using these factors: Experience, Past Performance and Price. Experience and Past Performance, when combined, weigh more heavily than Price in determining the overall best value to the Government.
