- The United Stated General Services Administration (GSA) is seeking interested contractors to provide Construction Services for Tenant Improvements for US District Court Room and US Marshals area on the second floor of the Ronald V. Dellums Federal Building, Oakland, CA. The project scope of work includes complete and new build-out of one District Court Room including holding cells. The description of Shell scope of work, demolition as required to bring tenant suite back to shell condition is as follows: Removal of carpet and floor tile to broom-swept, exposed, raised floor panels. Removal of security sensors, door hardware, doors, ceiling grid tiles, existing partitions, electrical demolition, HVAC demolition, haul and disposal fees. Salvaging of ceiling tiles, doors, hinges, locksets, fire alarm components, HVAC registers, light fixtures, and signage. Work related to common areas such as freight and elevator lobbies, restrooms, elevators, doors along building core, studs and wallboard along the corridor-side of the multi-tenant corridor exclusive of the doors and wallboard on the tenant's premise side, mechanical and service areas. Base building work, mechanical main loop and infrastructure, electrical power distribution panels and circuit breakers available in electrical closet. Carpet fire alarm system and main connection point to tenant-demised areas. Tappable domestic water source, service sanitary drain and vent ready to extension to tenant demised area. There will be a site visit on or about April 7, 2011@ 10:00 AM PST for interested potential offerors. GSA plans to issue a "Best Value" Request for Proposal (RFP) with the following evaluation factors, which are numbered in order of importance: (1) Experience on Comparable Projects. Offerors will be evaluated based on relevant experience on similar work. Similar work means work that is comparable in nature, type, and complexity to the solicitation's scope of work. (2) Past Performance. This factor considers the extent of the Offeror's past experience as a company or firm providing similar construction services, evidenced by specific examples of past performance on similar projects. Award will be made to the offeror whose proposal conforms to all the requirements of the solicitation and is considered to be most advantageous to the Government, price and other factors (Experience and Past Performance) considered; price being as important as technical. Following the issuance and evaluation of RFP, GSA intends to award a Firm-Fixed Price Contract.
