Description
The Centers for Disease Control and Prevention (CDC), National Center for Environmental Health (NCEH), Division of Laboratory Science, intends to award a sole source contract to TECAN U.S., P.O. Box 13953, Research Triangle, N.C. 27709 for the Acquisition of the EVO 200 Pipetting Workstation. The statutory authority for this sole source acquisition is 10 U.S.C 2304(c)(1) in accordance with FAR Part 6.302-1- only one responsible source and no other supplies or services will satisfy the agency requirement. The NAICS code for this procurement is 423450, Medical, Dental and Hospital Equipment and Supplies Merchant Wholesalers. The purpose of this acquisition is to aquire instrumentation EVO200 Pipetting Workstation Dual LiHa, MCA96 system including software, printer which is needed to maintain continuity of our methods, research projects and ongoing studies related to the aliquoting of human blood samples. These samples are evaluated for the required measurement of Acrylamide and Glycidamide adducts in blood for the CDC NHANES biomonitoring project mandated to assess dietary exposure to acrylamide to address this critical public health need. TECAN U.S. will also provide services such as installation, (5) day training workshop and a service waranty for one year. Additionally, services include the removal of the older Tecan Genesis Freedom 200 multipipetting liquid handling workstation. TECAN U.S. liquid handlers uses patented dual LiHa MCA96 Configuration technologies for exact liquid transfer that is not available by any other manufacturer. This type of liquid transfer assures the highest degree of accuracy, percision, and safety with regards to sensitive scientific work processes, contributing to the excellence and total quality for CDC continuity in ongoing NHANES research and high throughout. Furthermore, using instruments from the same manufacturer would greatly reduce the time necessary to modify a method on a different type of instrument. This would include additional training, method development, and method characterization which could take 1-4 months in revalidating the methods, reprogramming software and continuity in instrument sensitivity by each instrument when compared to others. TECAN U.S. is the manufacturer and also distribute this patented pipetting dual arm workstation and is the only known source that completely satisfies the government reqiurements. TECAN U.S. technicians and engineers will perform the installation, service and continuous monitoring and provisions of services as requested for the patented instumentation. TECAN U.S. is the only source capable of providing trained and qualified technical and scientific staff with prior knowledge and experience with the ability to promptly respond to any logged complaints. As a result of this synopsis, no competitive solicitation will be posted on FedBizOpps. We will issue only one solicitation to the TECAN. However, all responsible sources that believe they can meet these requirements may submit their capabilities/qualifications statement to provide the services to Vallerie Redd via email ONLY at gfi3@cdc.gov with the solicitation number 2011-91983 referenced in the subject line NO LATER THAN March 10, 2011. A determination by the Government not to compete this proposed action will be based on responses to this notice and are solely within the discretion of the Contracting Officer.
