- Description
- The US Agency for International Development (USAID)/ Liberia is seeking a qualified firm to design and construct a 190 foot single-lane concrete bridge at River Sanquin in Sinoe County, of the Republic of Liberia (ROL). USAID/Liberia is soliciting firms to compete for this project using a two-phase design-build selection process. The cost range of this project, which includes both the design and construction of the bridge, is between $900,000 and $1,500,000. It is anticipated that the construction will begin after the seasonal rainfall on or about October 1, 2011. The bridge shall be a 4-span reinforced concrete girder superstructure with reinforced concrete deck slabs supported on stub abutments and three solid concrete piers. Firms that wish to respond to this notice must, at a minimum: (a) Be able to understand written and spoken English; (b) Have all licenses and permits required by the law of ROL to legally transact business and perform the work; (c) Be a competent and professionally licensed Architect-Engineer and also have the capability to perform the required construction, including necessary personnel, equipment, and financial resources; (d) Have an established business with a permanent address and telephone listing; and (e) Have no political or business affiliations which could be considered contrary to the interest of the United States. USAID/Liberia intends to issue one solicitation under FAR 36.3 to cover this project. (A) Phase I of the solicitation describes the activities and requirements of the selection process, including (a) the scope of work (SOW) for the construction of the bridge; (b) the evaluation factors for Phase I; and (c) the evaluation factors for Phase II. (B) After evaluating Phase I proposals, the USAID/Liberia shall select the three (3) most qualified firms and request that each of these firms submit their proposal for Phase II of the competition. Phase II of this competition shall be conducted in accordance with FAR Part 15. This publication constitutes notice to all potential offerors that USAID/Liberia intends to issue " Request for Proposal (RFP) No. 669-11-016 " and any amendments thereto, within 15 calendar days after publication of this notice. This RFP will be posted at US Government designated point of entry website of www.fedbizopps.gov, from where interested firms can download the solicitation. It is the responsibility of interested firms to check www.fedbizopps.gov frequently for any amendments or changes to the solicitation.
