Description
NASA/JSC has a requirement for the implementation of supporting structures to carryon-orbit additional payload mass. The support structure kit will have the similar designof the one provided for the Flight Module (FM)-1. The kit will support the installationof twelve (12) Cargo Transfer Bags (CTB) on the Multi-Purpose Logistics Module (MPLM)Flight Module (FM) aft cone. NASA/JSC intends to contract directly with Agenzia Spaziale Italiana (translated asItalian Space Agency) hereinafter as ASI, for these services on a sole source basis.ASI and NASA entered into an agreement (The Memorandum of Understanding (MOU)) on October9, 1997, which states that ASI has design control of the MPLM and has the responsibilityfor maintaining the design configuration. MPLMs are pressurized logistic modules, eachaccommodating storage containers for the purpose of transporting user payload andresupply items in a pressurized environment. These specific terms of the NASA/ASI MOU have the effect of limiting this MPLMmodification to ASI, since ASI is to provide payloads that meet ISS defined standardsunder article 6.2(b) (16) defined in the MOU. Article 6.2(b)(8) also states that ASI isto perform sustaining engineering functions of hardware for the operational lifetime,which is why NASA requires the use of a sole source basis, since ASI maintains allintellectual property rights to the MPLM.The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon March 11, 2011. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
