Description
Synopsis: This is a Pre-Solicitation notice (synopsis) for a full and open competitive procurement in accordance with FAR Part 5.203; to provide notice of the Government's proposed contract action listed herein. The National Highway Traffic Safety Administration (NHTSA) has a requirement to perform a National Roadside Survey of Alcohol and Drugged Driving. NHTSA's Office of Behavioral Safety Research (OBSR) directs a national behavioral research, test, demonstration, and technology development program to build a scientific information base supporting the development and implementation of programs to prevent or reduce unsafe behaviors of road users and to promote safe driving behaviors. Research areas include: alcohol-impaired driving, drug-impaired driving, non-use of occupant protection restraints, speeding and unsafe driving behaviors, pedestrian safety, motorcyclist safety, novice drivers, older drivers, driver education and training, enforcement, prosecution and judicial services, and emergency medical services. The Office of Behavioral Safety Research conducts research in the development of promising countermeasure programs to determine effectiveness and evaluates selected State and local countermeasure programs and NHTSA demonstration programs aimed at reducing or eliminating unsafe actions and crash-generating situations. Background: A major component of addressing the impaired driving crash risk question is determining the incidence of drivers on the road with positive blood alcohol concentrations (BACs) and/or who have measurable amounts of drugs in their system. Previous research (see below) has been conducted on the incidence of impaired drivers on the road. This research project will provide current data on the incidence of alcohol-positive, and drug-positive, drivers through a national roadside survey. Four "national roadside surveys" have previously been conducted (1973, 1986, 1996, 2007 ) to obtain data on this issue. In these surveys, drivers were randomly selected from weekend night (and Friday day in the 2007 survey) traffic on representative roadways across the 48 contiguous United States. In the first three surveys, once the driver pulled to the side of the road, s/he was asked to provide a breath sample and to answer a few questions regarding her/his drinking and driving behavior and the current trip. In the 2007 survey, for the first time, drivers were also asked to provide a voluntary oral fluid and blood sample, and to answer questions on drug use. These studies have provided critical information regarding the prevalence of alcohol-positive drivers on the road across years at various BACs, which we can examine for trends. For example, there have generally been declines in both the prevalence of drivers who are alcohol-positive, and those who are at or above the current legal limit of 0.08 g/dL in each of the surveys. Across thirty years, drivers alcohol-positive drivers on Friday and Saturday nights have decreased from 22.3% to 7.9%, and drivers who had a BAC of.08 or higher decreased from 7.5% to 2.2%. Although only six years will have elapsed since the last survey in 2007, there is considerable interest in obtaining current data and it is time to conduct another roadside survey, currently planned for 2013. This survey is needed to better determine the extent of alcohol-impaired and drugged driving, to develop and allocate appropriate countermeasures. Purpose: The objective of this contract is for the study of alcohol- and drugged driving research. At a minimum, the contract covers: • A national roadside survey(s) to estimate the prevalence of the following on the nation's roads: o drivers at various BACs (blood alcohol concentrations), o drivers with the presence of various (over-the-counter, prescription, and illegal) drugs in their system, and o drivers with alcohol and other drugs in their system. • The next national roadside survey is currently planned for 2013. • Development of guidelines to instruct others (e.g., local jurisdictions) how to conduct a representative roadside survey. • Analyses of alcohol and drug data, including trend and other analyses, using data from this survey and past roadside surveys. This contract may also require (these are currently optional tasks, and are not funded at this time): • Planning and preparation for the following national roadside survey. • Study(ies) related to alcohol- and/or or drug- driving. This may include: o Determination of impairing effects of alcohol or drugs, for example, on driving-related skills, o Problem identification on alcohol- or drugged-drivers, and/or drugs in use in the U.S., o Detection and/or apprehension of alcohol- and/or drug-positive drivers, for example by law enforcement, o Analysis of impaired driving laws, for example, how they are implemented and/or used, and/or their effectiveness, o Analysis of criminal justice system, for example, how drugged drivers are prosecuted or sanctioned, and/or o Evaluation of alcohol- or drug-related programs, sanctions, or other countermeasures. Solicitation Information: The Government contemplates that a Time and Material type Contract with a period of performance not to exceed eighteen (60) months will be awarded. The anticipated issuance date of the forthcoming solicitation is on or about March 15, 2011.
