Description
The National Institute of Standards and Technology (NIST) in Gaithersburg, Maryland intends to negotiate and award a purchase order using simplified acquisition procedures under FAR Subpart 13.5, Test Program for Certain Commercial Items on a sole source basis under the authority of FAR 41 U.S.C. 253(c)(1)with Altos Photonics, Inc in Bozeman, Montana for the purchase of a Ekspla Broadly Tunable Laser System. The North American Industry Classification System (NAICS) code for this acquisition is 334516, and the size standard is 500. NIST requires a broadly tunable laser system with picosecond pulses to be used in the energy research program of the Center for Nanoscale Science and Technology. The main purpose of the system is to provide a reliable picoseconds source in the near-IR and MID-IR spectral region to be used as an external light source for an "Atomic Force/mid-IR imaging system". The lasers purpose is to extend the spectroscopic spectral range, spectral resolution and sensitivity of the atomic force/mid IR imaging system. The integrated, one of a kind, measurement system that will result will provide topological, chemical (infrared), thermal, and mechanical properties mapping with high spatial resolution (beyond the diffraction limit of infrared radiation). This instrument will allow establishment of a comprehensive measurement tool to characterize nanomaterials at single particle level. Ekspla is the only responsible source that manufactures a commercially available infrared broadly tunable (1.55 - 16 µm) picoseconds (< 100 ns) laser system with large energy per pulse (up to 500 µJ), small line width (< 1 cm-1) and high repetition rate (1 kHz) capable of meeting NIST's minimum requirements. NIST requires this unique technology that was developed to allow high repetition rates and fast wavelength selection which is fundamental to the lasers intended application. Altos Photonics, Inc. is the sole representative of Ekspla in the United States. There are no other distributors of this system in the United States. There are no other types of instruments that have the mechanical design characteristics of the Ekspla laser system that NIST requires. Hence, for the specific CNST nanotechnology applications, the Ekspla laser system is the only instrument that can meet our needs for high repetition rates and fast wavelength selection and Altos Photonics, Inc. is the only source of this instrument. No solicitation package will be issued. This notice of intent is not a request for competitive quotations, however, responses received by March 14, 2011 will be considered by the Government. A determination by the Government whether to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
