Description
DRAFT CCAS PERFORMANCE WORK STATEMENT The Air Force Special Operation Command (AFSOC) is in the process of determining the acquisition strategy for a potential requirement for contract Close Air Support (CCAS) and Intelligence, Surveillance, and Reconnaissance (ISR) sorties to support AFSOC Joint Terminal Attack Controller (JTAC) initial and mission qualification, currency and proficiency training. Approximately, 272 flying hours per year to be conducted for Initial Qualification Training (IQT) at Yuma Proving Grounds, AZ in support of the Special Operations Terminal Attack Controller Course (SOTACC). In addition to the IQT flying hours, approximately 325 flying hours per year will support Special Tactics MQT/currency/proficiency training at the 4 MOA locations identified in Annex 1 for Dry CAS and at Barry M. Goldwater Ranges, Gila Bend AZ for live munition CAS. For any required flying hours, including the above mentioned IQT and MQT, the specific task hours and requirements will be defined by individual Task Orders (TOs) awarded under the basic Indefinite Delivery/Indefinite Quantity (IDIQ) contract with an estimated ceiling of $35M aggregate over the 5-year period. The estimated contract performance period would commence on or about 15 Sept 2011. The applicable North American Industry Classification System (NAICS) code is 481219, which has a small business threshold of $7,000,000. Performance Requirements: The contractor shall support AFSOC with JTAC initial and mission qualification, currency, and ISR training. All aircraft support will be conducted within the continental United States (see Performance Work Statement (PWS) Annex 1 for potential training locations). CCAS sorties will consist of operating and maintaining low/medium/high performance tactically-relevant aircraft for air-to-ground tracking, targeting, and CAS/ISR operations, to include associated equipment systems that interface with various platforms and ground force personnel. The contractor shall provide sorties for government personnel JTAC initial qualification training (IQT), mission qualification training (MQT), and currency/proficiency training. The aircraft will fly in a single or two-ship formation, as outlined per Task Order. (see PWS Annex 2 for specific aircraft performance requirements). CCAS sorties will simulate permissive and non-permissive Type 1 and Type 2 CAS controls to include day and night live operations, IAW AP JCAS MOA Joint Terminal Attack Controller (JTAC) (Ground). CCAS will simulate multiple delivery profiles to include low angle strafe, high angle strafe, level, loft, pop-up, and dive. Contractor shall maintain a munitions account capable of acquiring and properly storing sufficient number of strafe rounds, Mk-76s, BDU-33s, BDU-48/Bs and Laser Guided Training Rounds (LGTRs) as necessary to operate simultaneously in a maximum of two separate live fire operating locations in order to provide support to three individual Task Orders. Maximum level of contract support in any combination (i.e. two live plus one dry operating location, two dry plus one live fire operating location) will not exceed three operating locations per day in any single week of performance. Level of contract support required (dry vs. live) will be outlined in individual Task Orders. During mission accomplishment, contractor will simulate armed escort, armed reconnaissance, and non-traditional intelligence, surveillance, and reconnaissance as briefed and required to support training. When coordinated, the contractor will provide face-to-face mission debriefs to the JTAC instructors and trainees, focusing on Joint Publication 3-09.3, Joint Tactics, Techniques, and Procedures for Close Air Support (CAS), AFSOCI 13-112V1 and SOCOM M350-5. The contractor shall provide all aircraft, aircrews, equipment and maintenance personnel to support CCAS sorties flown. No solicitation document exists. This is not a Request for Proposal.
