Description
The U.S. Nuclear Regulatory Commission (NRC) intends to enter into a sole source contract with Dycoda, LLC, for work related to completing the MELCOR code run code for the Surry Plant analysis for State-of the Art Reactor Consequence Analysis (SOARCA). Dycoda, LLC, is the only commercially available source that is uniquely qualified to perform the proposed work under this requirement. Over the past four and half years Dycoda has been providing the NRC with technical expertise in performing MELCOR analyses for the ISLOCA scenario as part of the SOARCA project. Consequently, Dycoda and its staff have acquired the unique institutional knowledge and experience in applying thermal hydraulic codes to severe accident analysis, including SCDAP, RELAP, and MELCOR codes necessary to successfully complete this project. Moreover, Dycoda's expertise with the SOARCA project is unique because it developed and employed a "best estimate" consequence analyses approach that discusses mitigative measures. Now in the final year of the project, the NRC staff estimates the completion of the project by another contractor would require a minimum of 10 additional months of effort (6 months to familiarize themselves with the project and 4 months to train staff) at double the estimated cost, which is not expected to be recovered via a competitive acquisition process. This effort is considered to be a logical follow-on to the work performed by Dycoda, LLC. Given its previous experience with the project, it is reasonable to conclude that Dycoda is the only source that has the necessary knowledge, staff, skills, and technical expertise to successfully complete this project timely and efficiently. The work will include but it not limited to: - Re-running the Surry OSLOCA scenario to account for new plant configuration information received from the Surry Plant. - Finalizing the already-started MELCOR analysis for the Surry Plant for SOARCA. - Working to address SOARCA Peer Review Committee comments on SOARCA for Surry. - Working to address NRC comments on SOARCA for Surry. - Presenting work completed for this project at public forums. The period of performance will be nine (9) months from the date of award. This is not a request for competitive proposals.
