Description
The U. S. Army Corps of Engineers, Kansas City District, intends to issue a solicitation for the demolition, renovation and re-adaption of facilities at Darulaman for the CAPDIV, Afghanistan National Army (ANA) in Kabul Province, Afghanistan. The solicitation will be available on or about 09 March 2011 on the FedBizOpps website at www.fbo.gov. The Proposals will be due approximately 30 days later. The solicitation, including any amendments, shall establish the official opening and closing dates and times. The project is defined as providing the design, materials, labor, and equipment to renovate and re-adapt buildings, parking, utilities, and other infrastructure for a population of approximately 4000 -5000 personnel. The intent is to provide permanent basing standards using the most cost-efficient and expeditious construction methods to complete the project. The work will include the following: Demolish two buildings Roads, Parking Areas, and Foot Paths: A storm drainage system shall be included in road network design. Roads and parking areas should be able to withstand 18,000-kg (20-ton) vehicles. All utilities shall be tied into existing on base infrastructure (water, waste water and electrical). Re-Adapt three Barracks Education/Training Classrooms. All rooms shall be re-purposed as use for educational and classroom space. Re-Adapt eighteen Barracks. Buildings shall be re-adapted to for standard barracks design of an open bay on each end. The buildings are single story, dormitory style buildings made of reinforced concrete and masonry construction, floor plans have a central shower, shave and ablution area that requires renovation as well. Most floor plans are the same however some building may require the inclusion of enclosed rooms instead of open bays if the floor plan/layout dictates. Re-Adapt two Administration buildings. All rooms shall be re-purposed as use for administration space. There shall be at least one conference room per building capable of seating at least 30 people. Open areas will be designated as open bay office space. In general, the buildings are in fairly good shape. Most renovation during re-adaption is cosmetic. Painting, replacing some fixtures, repairing floors can be assumed in all re-adaption/renovations of buildings. Some electrical, plumbing work will be required but most re-adaptions will be re-purposing the building for its original indented use and applying cosmetic touch ups. Exterior walls will be repaired at foundations. All the exterior and interior surfaces shall be painted. All doors will be replaced. In accordance with FAR 36.204 and DFARS 236.204, the estimated magnitude of this construction project is: between $5,000,000 and $10,000,000. The period of performance for this acquisition is 270 calendar days from the issuance of Notice to Proceed (NTP). Award will be made to one (1) offeror who is deemed by the Government to be responsible in accordance with Federal Acquisition Regulations (FAR), conforms to the solicitation requirements, and whose proposal, judged by an overall assessment of the evaluation criteria and other considerations specific to the pending solicitation, represents the best value to the Government. The source selection process to be utilized for this acquisition is Best Value. The submission requirements and evaluation criteria will be defined within the Solicitation. HOW TO OBTAIN A COPY OF THE SOLICITATION - - - The Request for Proposal (RFP) will only be issued to prime construction contractors. Copies will not be released to suppliers, subcontractors, plan rooms, home addresses, or Google accounts. To view or download the solicitation requires registration at the Federal Business Opportunities (FBO) website at http://www.fbo.gov. Downloads are available only through the FBO website and a file transfer protocol (FTP) website. The Government will post the RFP and specifications on the FTP and FBO site and it will be password protected. Any amendments will only be available from the FBO website. Offerors are responsible for checking the FBO website frequently for any update(s) to this Pre-Solicitation Announcement or amendments to the Solicitation. The website is occasionally inaccessible due to maintenance. The government is not responsible for any loss of internet connectivity or for an offerors inability to access the document at the referenced website.
