- Note: All responses to this Invitation for Bid shall be mailed toWestern Area Power Administration, P.O. Box 6457, Phoenix, AZ 85005-6457. Physical address for hand carried proposals: Western Area Power Administration, 615 S. 43rd Ave, Phoenix, AZ 85009. The Western Area Power Administration, Desert Southwest Region, has a construction project which consists of furnishing all necessary labor, supervision, materials, licenses, permits, insurance, transportation, and equipment necessary in the construction project titled Pinnacle Peak 230-kV equipment upgrade. Contractors responsibility will be to remove existing rigid/strain bus conductor in four bays and replace with new conductor. One 230-kV circuit breaker will need to be replaced in one of the four bays to remedy a high fault duty situation. All work shall be in strict compliance with the specifications and drawings. The project magnitude is between $250,000.00 and $500,000.00. Place of performance is Pinnacle Peak Substation, Phoenix, AZ. The solicitation, specifications and drawings, and any subsequent amendments will only be available in electronic format, downloadable from the internet free of charge. No CD-ROMS or hardcopy documents will be distributed. It is anticipated that the solicitation, specifications and drawings, will be available for download at http://e-center.doe.gov/ or http://www.fbo.gov ( http://www.fbo.gov/ ) on or about March 07, 2011. It is the responsibility of the bidders to monitor the website for notices and amendments. The projected bid opening date is April 07, 2011. A firm-fixed price contract award is contemplated with an estimated completion date of May 26, 2011. This solicitation is 100% full and open competition Invitation For Bid (IFB). The acquisition is subject to the North American Industry Classification System (NAICS) code of 237130 with a size standard of $33.5 million.
