Description
NASA/LaRC has a requirement for data processing and analysis services for the LaRC2-micron wind lidar (DAWN) data.NASA/LaRC intends to purchase the services from Simpson Weather Associates (SWA). NASALaRC used a government owned INS/GPS unit to acquire data during The Genesis and RapidIntensification Processes (GRIP) airborne campaign. The unit uses a unique proprietarysoftware source code that was developed by SWA making SWA the only trained and qualifiedsource in understanding the software programming and technique. It would take substantialduplication of resources and time for another source to provide a similar service, andthis additional expense is not expected to be recovered through competition.The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon 02/23/2011.Such capabilities/qualifications will be evaluated solely for the purposeof determining whether or not to conduct this procurement on a competitive basis. Adetermination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.NASA Clause 1852.215-84, Ombudsman, is applicable.
