- Conference Center for the Federal Executive Institute Air Force Civilian Leadership Course Statement of Work Purpose: The purpose of this procurement is to obtain a facility offering meeting and conference services for an executive development program for the Custom Solutions Office. Objectives: The objectives of this procurement are to identify a vendor providing: a.meeting rooms suitable for top-level executives. b.conference services, (e.g., meeting, audio visual and other support) appropriate for executive participation. c.food and beverage services (breakfast, lunch, dinner and break service) featuring a variety of selections, including health-conscious options d.a campus-like setting consistent with FEI’s Charlottesville, VA facility. e.ensure a high-quality learning environment for executives Program Dates The program will be held April 3-9, 2011. Location Requirements The contractor must be located within 80 miles north or east of Charlottesville, VA. We are an existing training organization with event planners on staff. Therefore the contract will be awarded directly to the Conference Center or Hotel. Proposals must be received directly from the Conference Center or Hotel. The facility must be located 50 miles or less from a commercial service airport. Lodging Requirements a.The contractor’s facility must be equivalent to one of the following quality ratings: Four star or higher per Mobile Travel Guide; Four crowns or higher per the OAG Business Travel Planner; or Four diamonds or higher per AAA. b.The contractor must provide individual sleeping accommodations for approximately 35 people from April 3-9, 2011. Check in on April 3 check out April 9, 2011 c.All rooms need to be of equal (executive level) quality. d.Must have rooms accessible to handicapped individual available, if necessary. Meal Requirements a.The contractor will be prepared to provide meals (breakfast, lunch and dinner) for approximately 35 people beginning with dinner on April 3rd. b.The contractor must accommodate any special dietary needs. c.The meals must be of high quality and offer a wide variety of healthy, nutritious and flavorful food options. d.Program will serve last meal at lunchtime on April 9, 2011. Break Service Requirements a.The contractor will provide mid-morning and mid-afternoon break service daily to include; coffee, tea, sodas, juice, bottled water, and a light snacks. b.Beverages available from 9:00 a.m. to 5:30 p.m. Request morning a.m. break service be set up by 8:00 am daily and by 2:00 pm daily for pm break service. c.The break service must be of high quality and offer a wide variety of healthy, nutritious and flavorful food options. d.A private break area must be adjacent to the meeting room. Meeting Space Requirements a.The contractor will provide one large conference room to seat 35 people in a variety of configurations. b.The contractor will provide 2 break-out rooms adjacent to the large conference room for groups of 15-20 each for the duration of the program. c.The contractor will provide 2 additional break-out rooms on Tuesday. d.All rooms must be accessible to handicapped individuals. e.The room must allow 7:30 a.m. to 9:00p.m. access. f.A table is needed outside of the room on the first day to facilitate the registration process. g.There must be no change in meeting location for the duration of each program. Audio Visual and Information Technology Requirements The contractor must provide audiovisual and information technology presentation support in the meeting room. FEI may elect to provide some of the support hardware listed. On call technical assistance is required during all program sessions. Please provide daily rental rates for the following items. a.Flip charts and markers (for each table and two for instructor) b.XGA, 3000 lumins minimum computer LCD projector to connect our laptop. c.Sound system to connect to computer d.In room wireless audio system e.Large screen projection for presentation f.Power strip and extension cord g.Variable lighting h.Flexibility in room set i.On-site and on-call technical support j.Wireless mouse pointer Proposal Submission Evaluation and Award Proposals must be received directly from the Conference Center or Hotel. Proposals will not be accepted from sub-contracted properties/facilities. We are an existing training organization with event planners on staff. Therefore, the contract will be awarded directly to the Conference Center or Hotel. Proposals submitted under this Statement of Work will be evaluated, and a contractor selected, based on both technical and cost considerations. Please provide cost proposal information separately from the technical proposal. Please include a daily breakdown, as well as a total cost. The technical proposal should include details describing contractor’s ability to provide the service requirements listed above. The contractor whose offer provides the best value to the government will be selected. Selection will be primarily based on the technical criteria, secondarily on price. The award may be made without discussion. Proposals should be sent to the point of contact in this announcement ONLY.
