Description
This notice is a Sources Sought Notification, not a Request for Quote (RFQ). This is a Sources Sought Notification for services to be provided under General Service Administration's (GSA) Federal Supply Services (FSS) Multiple Award Schedule (MAS) entitled: Facilities Maintenance and Management, Schedule number: 03FAC, Category: 561 001, Description: Fire Alarm System Preventive Maintenance and Repair Services. The Bureau of Engraving and Printing (BEP) is seeking sources to provide preventive maintenance, repairs, programming, inspection and testing of the agency's Edward Systems Technology (EST) Addressable Fire Alarm System. This is a Sources Sought Notification services to be provided under General Service Administration's (GSA) Federal Supply Services (FSS) Multiple Award Schedule (MAS) entitled: Facilities Maintenance and Management, Schedule number: 03FAC, Category: 561 001, Description: Fire Alarm System Preventive Maintenance and Repair Services. Introduction: The Bureau of Engraving and Printing (BEP) is a U.S. Government manufacturing plant which is fully operational 24 hours per day, 365days per year on a 3 shift schedule cycle. The Bureau of Engraving and Printing (BEP) is seeking sources to provide preventive maintenance, repairs, programming, inspection and testing of the agency's Edward Systems Technology (EST) Addressable Fire Alarm System. The BEP seeks a vendor to provide this service for the Edwards Systems Technology addressable fire alarm system for one (1) year. 2. Background: The facility is comprised of four (4) buildings with different layouts. The main building is seven (7) stories above ground and one (1) below. The annex building is nine (9) stories above ground and two (2) below. The mixing facility is one (1) single story underground. And the storage building is one (1) single-story above. 3. References: The following list includes reference documents that apply to this task. The contractor shall use the reference documents as required, to support all analysis and recommendations pertinent to the inspection, testing and maintenance of the system. The contractor shall identify by section(s) from each supporting document used when presenting to the Bureau of Engraving and Printing (BEP) any analysis and/or recommendations. 3.1 NFPA 72, National Fire Alarm Code®, 2010 edition & 2013 edition. 3.2 NFPA 70®, National Electrical Code®, 2008 edition, 2011 edition & 2014 edition. 3.3 NFPA 13, Standard for the Installation of Sprinkler Systems, 2010 edition & 2013 edition. 3.4 NFPA 25, Standard for the Inspection, Testing, and Maintenance of Water-Based Fire Protection Systems, 2008 edition, 2011 edition & 2014 edition. 3.5 NFPA 75, Standard for the Protection of Information Technology Equipment, 2009 edition, 2012 edition & 2015 edition. 3.6 NFPA 90A, Standard for the Installation of Air-Conditioning and Ventilating Systems, 2009 edition, 2012 edition & 2015 edition. 3.7 NFPA 110, Standard for Emergency and Standby Power Systems, 2010 edition, 2013 edition. 3.8 ANSI S3.2, Method for Measuring the Intelligibility of Speech Over Communications Systems, 1995. 3.9 ANSI S3.41, American National Standard Audible Emergency Evacuation Signal, 1996. 3.10 ANSI/ASME A17.1, Safety Code for Elevators and Escalators, 2004, 2005 Addendum, and 2005 Supplement. 3.11 ANSI/UL 1971, Standard for Safety Signaling Devices for Hearing Impaired, 2002, revised May 2004. 3.12 Code of Federal Regulations, Title 29 OSHA 1910 Subpart L. 3.13 Code of Federal Regulations, Title 40 3.14 Code of Federal Regulations, Title 49 4. Scope: We are seeking a vendor to provide preventive maintenance, repairs, programming updates, inspection, testing and emergency repair/replacement services of the agency's Edward Systems Technology (EST) Addressable Fire Alarm System equipment and software. The Contractor shall have the required licenses to perform these services in accordance with the manufacturer's requirements. Contractor shall provide sufficient personnel and equipment required to perform these services. Contractor shall respond to emergency and non-emergency service calls 24 hours a day, 365 days a year. Work shall be performed in accordance with NFPA 72, NFPA 70, NFPA 101, manufacturer's instructions, and additional NFPA, OSHA or other technical documents as required. 5. Deliverables: The Contractor shall perform the following services in accordance with the requirements outlined in the Scope above. 5.1 Programming License and software for Edwards System Technology (EST) Fire Command Center (FCC), EST-1, EST3 and Fireworks systems. 5.2 Perform weekly inspections. 5.3 Conduct repairs within 1 week of occurrence - (note: life threatening repairs required within 24 hours of initial request). 5.4 Test monthly and annually in accordance to NFPA 72 Chapter 7. 5.5 Confirm repairs on a weekly basis. 5.6 Log activity reports at the conclusion of each activity in a manner that is immediately accessible. 5.7 Ensure CPUs and audio/visual systems are operational at all times. 5.8 Provide on-site training for Fire Management System (FMS) operators and other BEP personnel. Perform training for three (3) shifts each quarter. Submit master copy of text material for reproduction by the BEP. Training text shall include functions and responses to fire alarm system actions. Include police, safety and facilities procedures provided by the BEP 6. Hours of Operation. 6.1 Extra Time. The Contractor shall notify the COTR of any need to work outside of the times scheduled in order to facilitate arrangements for building and area admission. 6.2 Extreme Weather. Extreme weather conditions and other acts of nature may warrant an office closure or a delay in normal operating hours. The Contractor shall adhere to regular work schedules unless there is a general notification of office closure. (Note: Office closures can be determined by calling 202-874-1000. If announced on this phone system, it is considered to be a general notification of office closure.) 7. Security: All Contractor and Sub-Contractor employees must apply for a ‘Contractor's Badge' and are subject to a background check by the BEP's Office of Security. The ‘Contractor's Badge' shall be worn at all times while on BEP property. At the end of this contract, or if the employee no longer works for the Contractor, the employee shall surrender the badge to the Office of Security. 8. QUALITY ASSURANCE PLAN Task # Deliverables Quality Standard Quality Assurance Method Acceptable Quality Level (AQL) 1 Perform weekly inspections Visual inspection of FCC, Fireworks station, field cabinets and EST 3. 100% Inspection 0% deviation for FCC, Fireworks station and EST 3. No more than two (2) non inspected field cabinets weekly. 2 Conduct repairs within 1 week of occurrence (note: life threatening repairs required within 24 hours of initial request) All normal repairs must be made within 1 week of occurrence. Life threatening repairs must be completed within 24 hours of initial request. Activity reports are submitted for each repair. No more than two (2) open repairs not completed within timeframe. 0% deviation for life threatening repairs. 3 Test monthly and annually in accordance to NFPA 72 Chapter 7 Alarm & trouble signals, batteries, audio visual devices. 100% No more than two (2) non conforming compliance findings 4 Confirm repairs on a weekly basis Submit reports on a weekly basis 100% 0% deviation 5 Log activity reports at the conclusion of each activity in a manner that is immediately accessible Submit log on a daily basis. 100% 0% deviation 6 Ensure CPUs and audio/visual systems are operational at all times Fire alarm system shall be operational at all times 100% 0% deviation 7 Provide hands-on training for the alarm system operator. Perform training each quarter for three (3) shifts each quarter. Submit master copy of text material for reproduction by the BEP. Training text shall include functions and responses to fire alarm system actions. Include police, safety and facilities procedures provided by the BEP. 100% Minimum of four (4) training periods. A training period shall cover the number of training sessions required to complete the training of all system operators. 9. Other Factors: 9.1 The Contractor shall have a license to work on Edwards Systems Technology (EST) fire alarm devices. 9.1.1 The Contractor shall have the resources to program the Fire Command Control (FCC) module. 9.1.2 The Contractor shall have the resources to program the EST3 control module. 9.1.3 The Contractor shall have the resources to program the IRC-1 control module. 9.1.4 The Contractor shall have the resources to program the IRC-3 control module. 9.1.5 The Contractor shall have the resources to program the Fireworks Graphic System. 9.2 The Contractor shall show the ability to respond within three (3) hours of a notice. 9.3 Submit the work background of five (5) employees available to work on the BEP's fire alarm system. 9.3.1 Each employee shall be certified to work on the fire alarm system as described in Section 9.1. 9.3.2 Each employee shall meet NFPA or National Institute for Certification in Engineering Technologies (NICET) qualifications, and have experience inspecting, testing and performing maintenance on Edwards Systems Technology fire alarm devices. 9.3.3 A minimum of two (2) employees shall have the ability to program the Fire Command Control (FCC) module. 9.3.4 A minimum of two (2) employees shall have the ability to program the EST3 command module. 9.3.5 A minimum of two (2) employees shall have the ability to program the IRC-3 and IRC-1 command modules. 9.3.6 A minimum of two (2) employees shall have the ability to program the Fireworks Graphic System. 10. Other Factors: Supply any information regarding: companies, name and phone number of an individual, project name and size of the project, and indicate that the projects used the EST fire alarm devices outlined in Section 9.1.
