Description
Sole Source Justification On a SOLE-SOURCE basis, the U.S. Department of Transportation (DOT's) Common Operating Environment's (COE) Cyber Security Program plans to award a Purchase Order to Lunarline, Inc., for the funding and acquisition of security-related software to enable continuous monitoring capabilities of threats and penetration as mandated by the Office of Management & Budget (OMB). The expectation is to pilot/test software that enables continuous monitoring, compliance and vulnerability management of a subset of the COE environment. This pilot will include the implementation of SCAP compliant monitoring tools (ThreatGuard) as well as the Enterprise Vulnerability Compliance Manager (EVCM). The COE Team is currently managing vulnerabilities manually and with over 40,000 vulnerabilities, cannot continue to properly manage new as well as existing vulnerabilities and pending remediation. The CM platform will enable the Team to manage vulnerabilities as well as test against those reported as corrected so to ensure proper remediation. Although the Government will continue to evaluate, on an ongoing basis, any interest shown by sources interested in competing for this requirement on subsequent acquisitions, it is not expected that any vendor other than Lunarline, Inc., will be able to provide the level of pricing to support the mission needs for the Common Operating Environment.
